Description | The City of Shoreline started inspecting and assessing the condition of its stormwater pipes in 2011 during the Boeing Creek Basin Plan. The City continued to assess its stormwater pipes in conjunction with other basin plans in successive years. After basin planning was completed in 2016, the City continued to pursue programmatic CCTV inspection of uninspected pipes (primarily within the Thornton Creek Basin) and developed the Condition Assessment Program to support continued evaluation of stormwater pipes on an on-going basis. The City has adopted the standards of the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) in condition assessment of stormwater pipe assets. PACP was developed to create an industry standard for CCTV inspection coding to provide consistent data in the evaluation of underground assets. The City has used PACP inspection data to identify pipes in need of maintenance or rehabilitation, and prioritized rehabilitation based on the asset's criticality and severity of the condition. The City uses the web-based Cityworks Asset Management System (AMS), a GIS-centric asset management platform that utilizes Esri ArcGIS as its geodatabase asset inventory. PACP CCTV inspection data is imported into Cityworks AMS as a mechanism to track and assess the condition of a pipe. Cityworks work orders are generated for maintenance or rehabilitation and are assigned to various programs, including cleaning, trenchless lining repair, or open-cut replacement or repair. |
