Description | WATER DISTRIBUTION SYSTEM IMPROVEMENTS PROJECT COLUMBUS, MONTANA Notice is hereby given that sealed bids will be received for the Construction of the WATER DISTRIBUTION SYSTEM I M P R O V E M E N T S PROJECT for the City of Columbus, located in the city of Columbus, Montana. Bids will be received by 2:00 P.M. (Local Time) on February 25, 2022 by one of the following methods: 1. Mailed to the office of the Engineer, Interstate Engineering Inc., located at 1211 Grand Ave., Ste. 6, Billings, Mt 59102. . Delivered to the office of the Engineer, Interstate Engineering Inc., located at 1211 Grand Ave., Ste. 6, Billings, Mt 59102. 3. S u b m i t t e d t h r o u g h QuestCDN Online Bidding. All bids properly submitted will be opened and read aloud via video conference at 2:30 P.M. (Local Time) on February 25, 2022. A link to attend the live video conference bid opening will be sent to all QuestCDN Plan Holders for this project. The work generally consists of: 1. Base Bid: a. Base Bid: The abandonment of existing water mains and the replacement of the water mains with approximately 39 lineal feet of 4", 356 lineal feet of 6", 6932 lineal feet of 8", 520 lineal feet of 10" diameter PVC water mains, 80 gate valves, 125 water services and appurtenances complete from main to curb stop, and 4293 lineal feet of HDPE water service line. The project will also include the necessary installation of hydrants, fittings, and appurtenances and the replacement of CMP storm pipe. Surface restoration will include asphalt pavement, gravel parking areas, concrete curb, concrete flatwork, and grassed/landscaped areas. 2. Additive: a. Additive: The abandonment of existing water mains and the replacement of the water mains with approximately 8 lineal feet of 6", 1196 lineal feet of 8 diameter PVC water mains, 15 gate valves, 13 water services and appurtenances complete from main to curb stop, and 386 lineal feet of HDPE water service line. The project will also include the necessary installation of hydrants, fittings, and appurtenances and the replacement of CMP, RCP, and ADS HP storm pipe. Surface restoration will include asphalt pavement, gravel parking areas, concrete curb, conc r e t e f l a t w o r k , a n d grassed/landscaped areas. One contract may be awarded. The award will be based on the lowest responsive, responsible bid on the Base Bid and Additive if/as selected by the OWNER. Contract Time: 1. Construction schedule for Base Bid and Additive (if awarded) shall be substantially complete and ready for OWNER's use and prefinal inspection within two hundred one (201) calendar days of April 17, 2022, or within two hundred one (201) calendar days of the date on which on-site work is started whichever is earlier. 2. All construction schedules shall be finally complete and ready for final payment within thirty (30) calendar days of substantial completion. 3. The CONTRACTOR shall pay the OWNER $1,500.00 for each day or part of a day that expires after the time specified for Substantial Completion of any construction schedule until the Work is substantially complete. Bidders must download the bidding documents from QuestCDN to be a registered bidder and receive addenda and an other information issued by the Engineer or Owner. Addenda and other information will not be sent to Bidders that obtain copies of the bidding documents from other sources. There will be a non-mandatory pre-bid conference at the City of Columbus Public Works Department at 1256 E. 1st Avenue South on Friday, February 18, 2022, at 1:00 PM Local Time. Interested Contractors are encouraged to attend. CONTRACTOR and any of the CONTRACTOR's subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406- 444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this p r o j e c t . Wo r k e r s employed by the CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates arequired by the Laws of the City of Columbus and the State of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a certified check, cashier 's check, or bid bond payable to the City of Columbus, in an amount not less than ten percent (10%) of the total amount of the base bid plus alternate. Successful bidders shall furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful b i d d e r ( s ) a n d a certificate(s) of that insurance shall be provided. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER retains the right to reject any or all of the bisubmit!ted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days from said date of opening bids and to hold the three low bids and bid securities for a period not to exceed sixty (60) days from said date of bid opening, and to accept the bid which is in the best interests of the OWNER, and to reject the bid of any party who has b e e n d e l i n q u e n t o r unfaithful in the performance of any former contract with the OWNER. This project is not subject to the American Iron and Steel provisions of the Consolidated Appropriations Act of 2014 or the American Iron and Steel provisions of America's Water Infrastructure Act of 2018.
