Description | The intent of the City is to procure the services of one (1) qualified General Contractor related to the construction of The Winterlakes Park - Phase 2 Improvement Project. This project is located at 5241 NW Jannebo Street and is approximately 28.56 acres. This project includes the construction of a City Park to be located on the Westmoreland site to include a playground and parking lot consisting of an over water stage and seating, paving and drainage, potable water, sanitary sewer, sheet pile retaining wall, kayak docks, landscaping, irrigation, CXT prefabricated restroom, and site lighting improvements. All work shall be in accordance with the construction plans identified below: o Construction Plans, prepared by Jeffrey Igoe Architects, P.A. consisting of pages 1 - 17. o Civil Construction Plans prepared by Culpepper & Terpening, Inc. consisting of pages 1 - 9. o Landscape Plans prepared by Boggs Planning & Landscape Architects consisting of pages 1 - 1. The contract period is estimated at two hundred seventy (270) calendar days. This is a very high-profile project, and the Contractor shall take all means necessary to ensure a successful, timely project. The project includes ALL labor, supervision, surveying, testing, equipment, machinery, tools, materials, permits, transportation, utilities, and other incidentals items required to complete the Winterlakes Phase II project. The project consists of, but is not limited to, the following items: Pre Construction Video of the existing park, installation and maintenance of erosion control, vegetation removal, demolition/replacement of existing sidewalks, installation of new sidewalks, Dumpster Enclosure, Maintenance Building, Gazebo, Picnic Pavilions, Fishing Pier, Sand Volleyball Courts, Asphalt Repairs Grading, Sod and Irrigation repairs (as required) Landscaping, along with required turn-over documents warranties and As-Built Drawings. All work is to be backed with a 1-year Workmanship and Manufacturers Warranties. Bidders are also to include a square foot unit price for possible additional sidewalk repairs. Bidders shall include in their "Base Bid" a Projected Construction Schedule. Bidders will be required to obtain building permits and provide required product engineering, NOA's and any additional documentation that may be required during the permit process, all associated fees are to be included in the Base Bid. ALL Bidders are expected to have a full and complete understanding of the project and knowledge of the work to be performed under this agreement. Bidders are also expected to have familiarized themselves with the existing park amenities and infrastructure. The Bidders will not be entitled to any additional payment for work that is typically expected and included with this type of project. Failure to familiarize yourself with the existing facilities and lack of understanding for this project by the Bidder shall not entitle the Bidder to "extra payment". All work shall be done in strict compliance with ALL Federal, State and Local Agencies "Rule and Regulations". This project is partially funded through the Florida Recreation Development Assistance Grant Program which may have additional reporting requirements. Grant-funded elements may take construction priority to meet reimbursement deadlines. The following elements are funded under the Grant Program and need to be completed prior to February 28, 2023: two (2) small ionic pavilions, an exercise trail around the lake, a fishing pier, two (2) volleyball courts, a gazebo shade structure, seven (7) additional bench pads, and installation of new landscaping. Upon completion of the project all applicable warranties and as-builts will be submitted prior to The Request for Final Payment. General project supervision and Owner's representation, i.e., Project Management, shall be provided by the Parks & Recreation Department. The City will make available to the selected Contractor any plans, drawings, surveys, as-builts, etc. currently in the City's possession. The Contractor must have all the required licenses and certifications necessary to perform this work. The approved Licenses for this work include a State of Florida General Contractor License. It is the Contractor's responsibility to verify with the City's Building Department that they possess the proper licenses and certifications to perform the work prior to submitting a bid. |
