Solicitation Number: 36C78622B0013 Project Number: 832-CM3035 Description: Columbaria Burial Expansion and Road Renovation, Biloxi National Cemetery, Mississippi In accordance with Public Law 109-461 this procurement opportunity is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. The SDVOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award. The Department of Veterans Affairs, National Cemetery Administration requires a Contractor to provide all Management and Supervision, Labor, Materials, Parts, and Equipment, etc., necessary for construction services of Columbaria Burial Expansion and Road Renovation at the Biloxi National Cemetery, Mississippi. Work shall include but will not limited to Site preparation for building operations, including, Demolition and removal of existing structures, Erosion Control, Excavation, Backfilling, Grading, Foundations, Footing, Columbaria, Irrigation, Landscaping, Flower Watering Stations, Signage, Storm Drainage, Utilities, Road Pavement, Curbs, and Certain other items and specific tasks to perform and complete all work for Columbaria Burial Expansion at the Biloxi National Cemetery as will be further defined and described in accordance with the Government s Statement of Work, Specifications and Drawings. The Government anticipates the award of one (1), FFP contract, the anticipated contract Period of Performance will be one hundred eighty-one (181) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1AZ Construction of Other Administrative Facilities and Service Buildings. The North American Industry Classification System (NAICS) code for this procurement is 237990 Other Heavy and Civil Engineering Construction, and the Business Size Standard is $36.5 Million. Per VAAR 836.204, The magnitude of construction for this project is between $2,000,000 and $5,000,000. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THIS SOLICITATION. The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process. There will be no bids mailed, email, USP, FedDex, or otherwise stated, with the exception all prospective bids MUST BE SUBMITTED via the Government Vendor Portal weblink: https://www.vendorportal.ecms.va.gov. Interested Bidders Must Register on the Website before Submission/Bid Due Date. Interested Bidders are responsible for monitoring and downloading any Amendments from Beta.SAM.gov website which may be issued to this solicitation.
