Description | In addition to the requirements of Section 00960, this Work consists of furnishing and installing fiber optic cabling for the telecommunications of signalized intersection devices.The scope of this project is to remove the existing copper interconnect wiring and replace it with new fiber optic cable along the east side of River Road N from Shangri-La Ave. NE (Salem City Limits) to Wheatland Road N (City of Keizer). This will allow the City of Salem to remotely operate the signal timing of the 12 traffic signals along the project limits. The project will replace most of the existing junction boxes and repair any existing damaged conduits. The result of this project will be to improve traffic flow. This Inadvertent Discovery Plan (IDP) is intended for projects that include the City of Salem, the Oregon Department of Transportation (ODOT) and/or the Federal Highway Administration (FHWA). This IDP references the 2015 Memorandum of Understanding (MOU) between the City of Salem and the Oregon State Historic Preservation Office (SHPO) addressing cultural resources that may be encountered during project construction on City of Salem right-of-way. The MOU is available upon request.The goals of this IDP are to outline appropriate communication and protocol, to minimize construction delays and costs when cultural resources are discovered inadvertently during project construction, and to ensure compliance with local, state, and federal cultural resources laws. No work may resume until an ODOT Archaeologist and/or City of Salem HPO are on-site or have reviewed photographs and able to assess the situation. Process and protocols outlined in the City of Salem/SHPO MOU shall be incorporated into any decision process.Construction work may uncover previously unidentified Native American artifacts, Euro-American artifacts, or streetcar and railroad tracks identified by the City of Salem. This may occur for a variety of reasons, but may be associated with access restrictions during project development, or if the area contains impervious surfaces throughout most of the project area which would have prevented standard archaeological site discovery methods. No bid shall be considered unless it is accompanied by a surety bond, cashier's check, certified check, or irrevocable letter of credit by an insured institution, as defined , of the bidder in the amount of ten percent (10%) of the bid. The City may consider any Bid that does not include the mandatory submission forms identified in this section, filled out completely and appropriately endorsed, to be non-responsive. The City reserves the right to waive minor informalities and irregularities in determining the responsiveness of individual Bids. Non-responsive Bids shall not be considered for award. Engineer's Estimate $1,100,000 - $1,600,000 *The value for this project is based on a financial range.
