Description

Question Deadline 03/09/2023 at 5:00 PM MT Submit questions via the posting in BidNet Direct. Project Description/Scope of Services: 1. Project Description: The project includes the removal of existing roof, curb, flashing and other associated roofing subsets; and installation of new roof, curb, flashing and associated roofing subsets to include but not limited to the following: new cover board, rigid insulation, and fully adhered EPDM membrane and addition of one new drain. 2. A timeline for award has not yet been established . substantially complete within 122 calendar days from the date of the Notice to Proceed (April 15), and the project shall be finally complete, including the delivery of any or all guarantees and warranties, the submittal of sales and use tax payment forms, the completion of the final punch list and the calling for final inspection, within 30 calendar days, if applicable, from the date of substantial completion. In accordance with Article46 of the General Conditions of the Contract, Time of Completion and Liquidated Damages, failure to complete the work within the agreed number of calendar days shall be considered breach of contract and subject the bidder to liquidated damages to the extent specified in Article 7D of the Contractor's Agreement Design/Bid/Build (SC-6.21). 3. The Principal Representative has determined that on site construction must start no earlier than May 15, 2023 and be substantially completed no later than August 15, 2023. Minimum Requirements Notice is hereby given to all interested parties that all firms will be required to meet all minimum requirements to be considered for this project. To be considered as qualified, interested firms shall have, as a minimum. 1. Provided General Contracting services within the last three (3) years for at least two (2) projects each in excess of $1,000,000 (hard costs), utilizing the expertise present in their Colorado Office; and 2. Demonstrated specific General Contracting experience in projects of similar scope and complexity; and 1 If the construction value is $50,000 or greater a Bid Bond and Power of Attorney or Proposal Guaranty is required in an amount not less than 5% of the total Bid. 5. The Bidder promises, in submitting his Bid, that if issued a Notice of Award, he will, within the prescribed time, execute the required Agreement, furnish any required Performance Bond, Labor and Material Payment Bond, Insurance Policy and Certificates of Insurance, or forfeit his Bid Guaranty as Liquidated Damages. 6. Bid Preference shall be applied per 8-19-104 C.R.S. and Procurement Rule R24-111-102-02(c). A comparable percentage disadvantage will be applied to the bid of Nonresident bidders from a `state that provides a percentage bidding preference to bidders from that state. Additional information may be obtained from the Department of Personnel and Administration's (DPA) web site. 7. Contractor must provide a written statement of work to the state agency if it anticipates subcontracting any services outside the United States or Colorado. The written statement is a requirement of the bid or proposal submittal and must include the types of services that will be performed, the location, and the reason why it is necessary or advantageous to do so. (Per Procurement Rules R24-102-206-01 and R24-102-206-02). Vendors wishing to gain access to physically examine the roof must attend in person. We will not provide any other opportunities to access the building and/or roof. o To ensure sufficient information is available to firms preparing submittals, a mandatory pre-submittal and bid conference has been scheduled. The intent of this conference is to have CCCS staff available to discuss the project. Firms preparing submittals must be present in the WebEx room in order to have their submittals accepted. o Please allow yourself enough time to access the website or to park and get to the room in a timely manner.
