RFQ - Express Connector Construction Engineering Management (CEM) Support Services

The Foothill/Eastern Transportation Corridor Agency plans to release a Request for Proposal for the 241/91 Express Connector Construction Engineering Management (CEM) Support professional services. The project will add a direct, median-to-median tolled connector linking the northbound 241 Toll Road to the eastbound 91 Express Lanes and the westbound 91 Express Lanes to the southbound 241 Toll Road. Completion of the PS&E expected in late 2022. Caltrans will be the implementing agency for the advertisement, award, and administration of the construction contract. The Agencies plan to engage an organization to provide supporting CEM services to Caltrans under direction from F/ETCA. Roles and responsibilities will be split/shared with Caltrans Construction staff. Teams should be prepared to perform any and all CEM services required for the complete management of the construction project. The FETCA CEM support team will be expected to be able to scale up and down through the project duration to meet the resources needs. The procurement is anticipated to commence early July 2022.
