Description | The major items of work are estimated (approximate) quantities as follows: 1. Construct one raised crosswalk and associated bulbouts; 2. Construct concrete walks, 900 square feet; and 3. Install stormwater improvements, 3 concrete inlets. Bidders must be pre-qualified in accordance with the laws of the State of Oregon. Completed prequalification forms or proof of pre-qualification shall conform to the Special Provisions. Only bids from pre-qualified Bidders will be opened. No bid for a construction contract shall be received or considered unless the bidder is registered with the Construction Contractors Board (CCB). The Contractor and every Subcontractor must have a Public Works Bond filed with the CCB before starting work on the project. Bidders on this project need not be licensed for asbestos handling pursuant to ORS 468A.720. Each bidder must indicate on the bid form whether they are a resident or nonresident bidder as defined in ORS 279A.120 (b). All proposals shall be made on the proposal forms. All proposals shall be accompanied by a Bid Bond, equal to ten percent (10%) of the total bid. The form of the bid bond shall be either the Surety's standard form or the AIA form. The bid bond may be forfeited to the City if the Contractor fails to execute the contract within the time allotted under the specifications. Pursuant to ORS 279C.370, bidders on public works projects with an estimated value of $100,000 or more are required to disclose, two-hours after bid opening, the bidders first-tier subcontractors. The bidder shall provide the required information on the First-Tier Subcontractor Disclosure Form, provided in the contract documents. At the discretion of the Project Manager, addenda and clarifications shall either be posted on the City's Engineering Division website or delivered to Plan Holders via e-mail. Potential Bidders should check the website on a daily basis until the Bid Opening date. Addenda must be signed and submitted with the Bid Proposal to be considered a responsive offer. Although contract award is expected to be made by the City Council on Monday, September 25, 2023, the City of Woodburn reserves the right to reject any and all bids not in compliance with prescribed bidding procedures and requirements, and may reject for good cause any and all bids upon a finding of the Agency if it is in the public interest to do so. The three (3) lowest bidders may not withdraw or modify his bid prior to the lapse of 35-days after the bid opening. All project work shall be completed by December 1, 2023. The Engineer's cost estimated range for the construction of this project is between: $75,000 and $115,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
