Description

Project Conditions: The project is located at Apostle Island National Park, WI. The construction magnitude is more than $10,000,000 The surrounding area is rural with limited staging located at Little Sand Bay Marina, Bayfield, WI. There is limited lay down area available. The staging location for the Devil's Island deployment will be out of Little Sand Bay Marina. Devil's Island is approximately 11 miles away and only accessible by boat. Page 2 of 2 The construction site is 12 of miles from nearest suppliers and lodging facilities located in Bayfield, WI. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The Town of Russell owns and operates a compground adjacent to the park visitor center at Little Sand Bay Marina. This marina is located within the Red Cliff Reservation and provides the only lake access for tribal members living on this side of the reservation and for fall fishermen to access to herring populations that are located around Sand Island. This marina is the only public access to the lake from the Little Sand Bay shoreline thus both Red Cliff and Town of Russell residents expect the NPS to continue to provide this marina access which supports them economically and recreationally. The site requires protective measures to ensure the surrounding area remains undisturbed. The boathouse structure is a historic resource. The anticipated period of performance of 11 months including any potential weather shutdown. There are seasonal shutdowns mandated through the construction season. Construction can begin on Devil's island sometime in May (when boating is allowed by the Park) and, depending on the weather, the construction season ends in October when weather conditions prohibit boating on the lake. The construction on Little Sand Bay has a slightly lengthened construction window since it is on the mainland but seasonal considerations need to be factored into the schedule. Project Scope: This project rehabilitates and stabilizes the marina waterfront system at Little Sand Bay and Devils Island. This project includes reinforcement of the seawall and wooden cribbing, and re-engineered surface features to reduce exterior wave overtopping, interior wave height, and decrease sediment transport into the marinas. At Little Sand Bay, metal sheetpiling on the exterior and interior of the dock will be used along with resurfacing the marina, electrical and other site improvements. A historic boathouse and historic wall reconstruction will happen at Devils Island along with the dock and marina repair/rehab. Devils Island will require additional armour rock to protect the boathouse and dock and provide safe harbor to the public and the park.
