Description | Selected Engineer shall evaluate all Los Alamos Department of Public Utilities (“DPU”) Water Production (“WP”) facilities listed below in the Requirements section for defects or critical operational issues related to current and applicable electrical codes, in-use equipment significantly beyond expected life span, equipment failing to meet operational needs of the facility, and any other equipment or materials in a critical function that is in either poor operating condition or has the potential for failure within a near-future time frame. Selected Engineer shall perform a comprehensive on-site inspection and inventory of the WP facilities, including electrical service feeding each facility, all fuses, breakers and disconnects, and any other related service entrance appurtenances and materials. Motor control centers (“MCCs”) shall be inspected and evaluated for condition, age, code compliance, safety, and suitability for each WP facility. Inspect mechanical equipment such as pump control valves, pressure relief valves, hydraulic check valves pertinent to the well or booster station operation. DPU shall provide any information available regarding age of facilities and known conditions to be included in the analyses to the Successful Contractor. Due to the magnitude of the data and the security sensitivity of the information DPU will not provide extensive records with the RFP. A comprehensive overview will be provided by DPU in the Mandatory Pre-Proposal meeting. Utilizing the inspection, inventory, and evaluation data, Selected Engineer shall prepare a report for each facility, detailing condition and deficiencies (if present), capacity to serve, estimated service life remaining, and recommended actions. Detailed recommendations shall consider compatibility with existing pumps and motors as they may relate to any potentially new MCC or Variable Frequency Drive (“VFD”) controls, potential elimination of superfluous mechanical or electrical equipment, budget and value-engineering options such as retrofit in lieu of complete replacement, and compatibility with the DPU’s Supervisory Control and Data Acquisition (“SCADA”) system. Selected Engineer, in conjunction with DPU staff, shall prepare a prioritized action plan for the entire list of WP facilities listed in Requirements, including scope/description of work, and cost estimates. |
