Description

For 2023 Street Rehabilitation and Resurfacing The work for the 2023 STREET REHABILITATION AND RESURFACING PROGRAM shall consist of, but not be limited to, furnishing and installing (except as noted) all materials labor, and equipment necessary to resurface or rehabilitate streets or roads as listed, including utility cover adjustments: water gate box lowering and raising, tack coat, shim, and overlay; driveway preparation and lawn and driveway restoration; pavement removal, common excavation, aggregate base gravel; erosion and traffic control and cleanup. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of five percent (5%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. All work, including final loaming, must be completed by November 15, 2023. Interested bidders must register with the Purchasing Agent either through direct response to the City's RFP solicitation at mryerson@lewistonmaine.gov or by contacting the Purchasing Agent Allen Ward at 207-513-3040 or award@lewistonmaine.gov to be added to the bidders list. Questions and Requests for Information shall be submitted to Justin Bisson (jbisson@lewistonmaine.gov) on or before noon, March 8, 2023. Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project. Each bidder is required to state in his/her Proposal his/her name and place of residence and the names of all persons or parties interested as principals with him/her; and that the Proposal is made without any connection to any other bidder making any Proposal for the same work; and that no person acting for, or employed by, the City of Lewiston is directly or indirectly interested in the Proposal or in any contract which may be entered into to which the Proposal relates, or in any portion of the profits there from, except as provided by the City Charter. The sealed envelope shall be marked with the name and address of the bidder and entitled: PROPOSAL FOR 2023 STREET REHABILITATION AND RESURFACING PROGRAM and addressed to: "Purchasing Agent, City Hall, Lewiston, Maine". If the Proposal is forwarded by mail, the sealed envelope containing the Proposal and marked as above must be enclosed in a second envelope which shall be addressed to: "Purchasing Agent, 27 Pine Street, City Hall, Lewiston, Maine 04243-0479." All mailed Proposals should be sent by registered mail to insure delivery. The City reserves the right to negotiate with the low bidder to bring projects down to within budget. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so.
