Description

Attached to this posting is the RFQ and all attachments necessary for an offeror to submit a quote to the Government. Please review all documents in their entirety. Briefly, the Government's requirement is the following: In 2018 the General Services Administration (GSA) Public Building Services (PBS) upgraded the The Pastore Courthouse and Providence Federal Building Campus's building automation system from Siemens Insight to the modern Siemens Desigo Platform. Due to Desigo having initial bugs and deficiencies upon its release and the lack of local qualified Siemens Desigo technicians, the Siemens Insight platform was required to remain in tandem with the Siemens Desigo platform in order for the building to remain operational. Over the course of the 5 years both systems have been operating tandemly a host of issues have accumulated due to prior Insight deficiencies, missed items in the original Desigo commissioning in 2018, and undocumented program changes over the last few years. Within the of this project, the goal is to recommission the Desigo system's graphics, trends, and alarms, address missing or incomplete graphics, troubleshoot and correct programming issues, and retrain the GSA and O&M staff on the Desigo BAS System. Once this is accomplished the Siemens Insight system will be officially decommissioned and removed from the building. This document is designed to outline the steps you will be required to complete in order to recommission and and address the Desigo deficiencies, retrain the appropriate terminals, and disconnect and remove the Siemens Insight system permanently. The CO will provide all Offerors the unattributed list of all questions and answers through an amendment to the solicitation.
