Description

**As of September 6, 2022, This project has not yet been awarded. A timeline for award has not yet been established.** ENGINEER’S ESTIMATE: $27mil to $33mil CWPCF Process Improvements, the Work, includes, but is not necessarily limited to furnishing and the installation: 1. At the Main Influent Pump Station (MIPS) of two main influent dry pit submersible centrifugal pumps/motors to replace MIPS pumps/motors MP-1 and MP-4, two electric motors to replace MIPS pumps MP-2 and MP-3 motors, four variable frequency drives to replace MIPS pumps (MP-1, MP-2, MP-3 and MP-4) liquid rheostat control system, 54" piping and fittings. 2. Buried 54" piping, valves, fittings and chambers on the discharge side of MIPS and the Emergency Influent Pump Station (EIPS). 3. At the Grit and Screening Building, improvements of three aerated grit chambers with stacked tray settling devices and one new grit chamber with stacked tray settling devices, grit washing and dewatering systems, piping, valves, and fittings. 4. Two new 54" buried primary distribution pipes, a primary distribution box, 36" flowmeters and piping, chambers, and 36" influent piping to four existing primary clarifiers. 5. Replacement of buried 42-inch diameter equalization valve, piping and fittings. 6. Replacement of four sludge pumps/motors, piping and fittings at the Primary Sludge Building. 7. 16" and 20" buried plant drain piping and manholes. 8. New receiving station for fats, oils, and grease. 9. Replacement of pumps, motors, valves, and fittings, at the Service Water Building. 10. Flow measurement meters at the Aeration Basins. 11. Electrical distribution systems, plumbing distribution systems, structural work, odor control, HVAC systems, concrete chambers, instrumentation, controls, exploratory test pits, manholes, fire protection, supports, line-stops, wet-taps, and., demolition. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with N.J.S.A. 40A:11-21, each Bid shall enclose Bid Security, as specified in the Instructions to Bidders, in the amount of ten percent (10%) of the Bidder's Bid, but not in excess of $20,000. The Authority is doing everything within its capabilities to protect employees' health, safety and welfare, while at the same time continuing to provide the level of services expected by our participants. We are committed to ensuring the workplace is safe and healthy for all employees. As a potential Bidder for this Project, the Authority asks that you screen any proposed attendees that you may have attend any site visit. Limit attendance to one attendee from your firm at the most. It is also asked of you, to perform a specific screening of your employee(s) whom may be assigned to attend these meetings out of an abundance of caution and in the interest of public health. All questions or inquiries concerning the Bidding Documents or the Work shall be submitted in writing to the Engineer. Socially and Economically Disadvantaged (SED) Participation- a. This project is being funded as described in Section 00100 Article 15 and the successful Bidder must comply with all the provisions of N.J.A.C. 7:22-9 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). b. Bidders are required to comply with the requirements of P.L. 1975, c.127. c. The Owner has prepared a socially and economically disadvantaged utilization business plan which provides for a goal of not less than 10 percent of total amount of contract award be awarded by the successful Bidder to business concerns, owned and controlled by one or more socially and economically disadvantaged (SED) individuals. d. The successful Bidder shall prepare and submit their own SED utilization plan to the Authority and the NJDEP Office of Equal Opportunity and Public Contract Assistance within 30 days of the awarding of the Contract. The Owner, Contractor, and Subcontractors/Suppliers shall comply with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, and 7:22-9 et seq. Award subject to any agreed extension of the period for holding Bids, the Owner will act within sixty (60) days after the date of Bid opening to award the Contract lowest responsible bidder, reject all Bids or take any other appropriate action. The Owner expressly reserves the right to reject Bids, waive any minor informalities or non-material exceptions, re-advertise for Bids or withhold the award for any reason the Owner determines, in accordance with the applicable law. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
