Description

The Land Clearance for Redevelopment Authority (LCRA) invites interested parties who possess the qualifications necessary to assemble parcels, zone/plat property, construct infrastructure, create shovel-ready parcels, and, if necessary, acquire additional real estate. Interested parties will also need to create a cohesive feel for the entire acreage and submit a Redevelopment Proposal consistent with the Redevelopment Plan (Exhibit B). Our Redevelopment Plan goal is to entice businesses and residents to move to this new multi-use development in Ozark's Central Business District. We are seeking a developer to create a compact and contiguous mixed-use redevelopment neighborhood. (Please see Exhibit A) The Property consists of approximately 15 acres, and it should be noted that privately owned properties do exist within the highlighted area that the LCRA does not own. Private negotiation with those owners may be necessary to achieve our Redevelopment Plans goals. The LCRA shall consider all Redevelopment Proposals and the financial and legal ability of the prospective redevelopers to carry out their Redevelopment Proposals and may negotiate with any redevelopers. Therefore, the intended outcome of this Request for Proposal is to identify the best Redevelopment Proposal while taking into consideration the experience of the developer and/or team who is willing to engage in an a contract negotiation with the LCRA. This Redevelopment Contract Proposal shall serve as the document that will further define terms and conditions, scope, design, incentives, and overall land uses of the project upon which the selected developer will develop the preferred project. Interested parties shall make available all pertinent information, as requested within this Request for Proposals, for the property in question which the LCRA has declared to be in need of redevelopment. The Redevelopment Plan for said property is legally described and depicted in Exhibit B, attached hereto and incorporated herein by reference. This is also a designated "blighted area" pursuant to Section 99.805 RS Mo, making it eligible for incentives as adopted by the City of Ozark's Economic Incentive Policy (Exhibit C). The Land Clearance for Redevelopment Authority shall consider all Redevelopment Proposals pursuant to Section99.450 RSMo and the Land Clearance for Redevelopment Authority law, Chapter 99 RSMo. Preference will be given to those applicants who can show experience with planning, developing, and creating mixed-use development parcels that possess all of the necessary infrastructure for builders to submit plans and acquire building permits. The method of contractor selection has not been determined at this time.
