Lower Weyland Pipeline Project

The project generally includes installing approximately 1,312 feet of48-inch diameter, 764 feet of 42-inch diameter, 1,612 feet of 30-inch pipe, 3,884 feet of24-inch diameter by open cut, pipe bursting and horizontal directional drilling and 518 feet of 18-inch diameter DR 17 HDPE pipe; connections to existing pipes and control structures; demolition and removal ofreinforced concrete vents and junction boxes; removal and abandonment of existing pipelines; installation ofvalves, and appurtenances, and surface restoration. The District has pre-purchased the HDPE pipe, and valves and fittings larger than 12" diameter. The project must be complete by March 1, 2023 and will require simultaneous work on two headings. The project begins on Pitt School Road, just north ofMidway Rd and terminates at Rio Dixon Road near Dixon in Solano County California Contractor must be prequalified prior to bid opening for their bid to be accepted. Information on prequalification must be obtained on the Districts website electronically QUESTIONS: Project specific questions must be made in writing and sent to Nancy McWilliams nmcwilliams@sidwater.org . If appropriate, the District will post responses to bidder questions received at the following address electronically . The cutoff date for submittal of questions is Thursday, July 21, 2022, by 3:00 PM local time. BID SECURITY; PERFORMANCE AND PAYMENT BONDS: Bids must be accompanied by a certified check or bidders bond for ten percent (10%) ofthe amount ofthe bid. Refer to Section 9A ofthe Instructions to Bidders for further instructions. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) ofthe contract price, and a labor and materials bond in an amount equal to one hundred percent (100%) ofthe contract price. Refer to Section 4 ofthe General Conditions for further instructions The Contractor shall possess a Class A General Engineering Contractor license, as required under the laws ofthe State ofCalifornia, at the time the contract is awarded. All contractors and subcontractors listed on the bid proposal for this public project must be registered with the California State Department ofIndustrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1 (a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the California Department ofIndustrial Relations pursuant to Labor Code section 1725.5. The work contemplated requires the payment ofprevailing wages. Bidders are hereby notified that the California Department ofIndustrial Relations has determined the general prevailing rate ofwages for each craft, classification, or type ofworker needed to execute the work. Copies of the current schedules for prevailing wages are on file in office, and the contents ofthose schedules are included herein as ifset forth in full. Copies ofthe prevailing wage scale for this work are also available on the internet at electronically. Each Proposal submitted in response to this Notice shall include the cost of all work, labor and materials to complete the project. The bids will be opened in public at the above-mentioned prescribed time and date. Award will be made to the lowest responsible bidder, however, Solano Irrigation District reserves the right to reject any or all bids, to waive informalities in the bid, and to postpone the date ofthe bid opening.
