Description

The 126th Air Refueling Wing (ARW) intends to issue intends to issue a Request for Proposals (RFP) to award a single firm fixed- price contract for the remodel of Building 5000 on the 126ARW campus at Scott Air Force Base, IL. Description of Proposed Construction: The work specified consists of furnishing all labor, equipment, tools, materials, travel, licenses, and permits required to complete the project. Contractor will remodel building IAW Statement of Work or Statement of Objectives which will be published with the Solicitation. The Magnitude of this project is between $250,000.00 and $500,000.00. Construction/contract completion time is anticipated to be 365 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39.5 million. This action is being procured as a Small Business Set-aside basis. The date for issuing the solicitation is on-or about 12 Aug 2022. A pre-proposal conference and site visit is anticipated once the Government has finalized a proper timeframe pending the release of the formal solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the pre-proposal conference must be submitted via email (preferred) to 126.ARW.MSC.Org@us.af.mil. The solicitation closing date is scheduled for on-or about 15 Sep 2022. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation will be based on a best value tradeoff to the government based on price, technical solution, and past performance. The Government intends to award without discussions. Minor detail changes are anticipated to the final Contract before award based on Contractor input. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. You will need your DUNS number register. Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information and the plans and specifications will be available only from the SAM.gov website on-line at www.SAM.gov. Bidders/Offerors cannot log into the SAM home page and search for data. This solicitation is not an invitation for bids and there will not be a formal public bid opening.
