Description | Commencing on Monday, February 6, 2023, bid documents for this project will be available for review between the hours of 9:00 a.m. & 4:00 p.m. on business days at the offices of Carteret Housing Authority Executive Director's Office, 96 Roosevelt Avenue, Carteret, NJ 07008. Question Deadline 02/15/2023 at 5:00 PM ET The last day for submission of questions shall be. Every request for information or interpretation of Bidding Documents or Drawings must be addressed via email to LAN (Attention: Mr. Anthony Capozza) at anthony.capozza@lanassociates.com Engineering, Planning, Architecture, Surveying, Inc. Documents will not be sent via overnight mail or US mail. All questions, comments, and inquiries regarding the bid documents should be directed to LAN (Attention: Mr. Anthony Capozza) at Telephone #201-447-6400 or email anthony.capozza@lanassociates.com. Bidder's may contact Carteret Housing Authority, Mr. Eric Chubenko, to arrange for a site visit at Telephone #732-541-6800. If any person who contemplates submitting a bid for the proposed contract is in doubt as to the meaning of any part of the Bidding Documents, he may submit a written request for information and/or an interpretation thereof. Every request for information or interpretation of Bidding Documents or Drawings must be addressed via email to LAN (Attention: Mr. Anthony Capozza) at anthony.capozza@lanassociates.com. Any and all such interpretations and any supplemental information and/or instructions will be in the form of written Addenda. A copy of such Addenda will be issued to all prospective Bidders via email (at the respective email addresses furnished for such purposes) and via certified mail or certified facsimile transmission, not later than seven (7) business days prior to the date fixed for the opening of submitted bids. All Addenda so issued shall become part of the Bidding Documents. The failure of any Bidder to receive any such Addenda will not relieve the Bidder of any obligation under his Bid as submitted. Acknowledgment of Addenda shall be noted on the "Bid Form." The last day for submission of questions shall be on Wednesday, February 15, 2023, at 5:00 p.m. All Addenda will be issued no later than Tuesday, February 21, 2023. Each Bid must be accompanied by a Bid Guarantee (i.e., Bid Bond) in an amount equal to 10% of the bid amount (up to a maximum of $20,000.00) in accordance N.J.S.A. 40A:11-21. The Housing Authority reserves the right to waive any informalities or to reject any or all bids. An appropriate Surety's Consent by a Surety Company qualified to do business in the State of New Jersey and on the approved list bidding itself to become surety for the full and faithful performance of the Contract in the amount equal to one hundred percent (100%) of the Contract for the protection of all persons furnishing materials or labor for fulfilling the Contract is also required in all cases. Bid Bond, Consent of Surety, Performance and Payment Bonds must be obtained from Bid Bond/Surety Companies listed on the Federal Register "Department of Treasury" Circular 570. The register will be provided with the bid documents Prevailing wages, as determined by the United States Department of Labor shall apply to this project. The prevailing wage determination for the Building Classification, Middlesex County, which is in effect at the time of the contract award, shall control. The provisions for Affirmative Action Program (AAP) are incorporated herein. Full requirements of the program may be obtained with the bid documents. Attention is particularly called to the provision for Equal Employment Opportunity and payment not less than the minimum salaries and wages as set forth in the specification. The work to be performed is also subject to compliance with the Section 3 provision of the Housing & Urban Development Act of 1968. No bid shall be withdrawn for a period of sixty (60) days subsequent to the date of the bid without the consent of the CARTERET HOUSING AUTHORITY. BIDDER QUALIFICATIONS: All Bidders must be licensed, registered or otherwise legally permitted to conduct construction-contracting activities in the State of New Jersey and the City of Carteret. All Bidders must satisfy all insurance requirements set forth in the Bid Documents. MANDATORY: As per P.L. 2004, c.57, Effective September 1, 2004, all business organizations and individuals that do business with the Housing Authority are required to be registered with the State of New Jersey. All Business Organizations and Individuals shall provide proof by submitting the New Jersey Business Registration Certificate along with their Bid or Proposal Package. All bids and security must be enclosed in a properly sealed envelope bearing on the outside the name of the bidder and the title of the bid contained therein. |
