Description | As of August 22, 2022, demolition has occurred. This project consists of the demolition of the existing MLK Recreation Facility Building and adjacent sitework improvements. Bids will be received for a single prime Contract. Bidders shall submit a Bid on a lump sum basis for the Base Bid. The Owner reserves the right to award the contract (if awarded) based on the base bid and any combination of bid item(s), whichever the Owner feels is in their bestinterest. Envelope containing bids must be sealed and marked "Bid #PC22-012 for MLK Demolition for the City of Panama City". Any bids received after the stipulated time of bid opening will not be accepted and will be returned unopened. All bids must be submitted on the Bid Form as furnished in this Specification. The bids must be accompanied by all required forms and by a Bid Bond, in the amount of five percent (5%) of the Base Bid as a guarantee that the bidder will enter into an agreement with the Owner if bid is accepted. The estimated cost of the demolition may exceed $250,000. Therefore, bidders must be on the City's pre-qualified bidders list to submit bids for this project. Contractors who want to be placed on the City's pre-qualified bidders list may download the application from the City's website "pcgov.org" under "Purchasing". The completed pre-application package must be on file with the City or be delivered to the City within ten business days of the bid due date. Packages presented will be evaluated and contractor notified at least 7 days before bids are due. Attention of bidders is called to the licensing law of Florida. All bidders must comply with all applicable State and local laws concerning licensing, registration, and regulation of contractors doing business in the State of Florida. Further, contractorsshall obtain allsuch occupational licenses and permits asshall be prescribed by law. For this project, bidders must be on the City's Pre-Qualified Bidders List as a qualified contractor for demolition as outlined in the form filled out in the appendices of the bid documents. Contractors must attach a copy of the pre-qualification letter to the outside of their bid. Should the Pre- Qualification letter not be attached bid may not be accepted and may be returned un-opened. The successful bidder will be required to submit a list of his subcontractors for approval before award of contract. There will be no local preference considered for this project, as it may be funded by a FEMA Public Assistance Grant. The City of Panama City reserves the right to reject any one or all bids, or any part of any bid, to waive any informalities in any bid, and to award a contract deemed to be in the best interest of the City. Bids may be held by the City for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. |
