Comprehensive Facilities Master Plan, Staffing Analysis and Space Needs Assessment

To conduct a Comprehensive Facilities Master Plan, Staffing Analysis, and Space Needs Assessment. The Facility Master Plan will serve as the foundation for maintaining the existing Town facilities as well as providing guidance for the long range plans to ensure space is adequate in providing the services needed to the Citizens. The process of developing this plan will involve multiple Department representatives and Stakeholders, and may include aspects that have yet to be determined. The Plan will include the current municipal facilities including Town Hall, Old Town Hall, Parker Arts and Cultural Center, School House, Ruth Chapel, Discovery Park, Police Station, Recreation Center, Fieldhouse, Public Works Operations Center, and the Parks and Forestry Operations Center. The Plan may also consider, but not be limited to, any or all of the following facility planning elements including: 1. Demographic Analysis of the Town’s population 2. Confirmation of existing Core Services (both primary and secondary) 3. Staffing analysis and organizational structure 4. Space requirements by Department 5. Material and Data Storage (current needs and opportunities) 6. Adjacency structure and recommendations for improved effectiveness 7. Evaluation of existing Infrastructure (Facilities) 8. Facility enhancements 9. Threat and Opportunity Analysis 10. Financial impact and Capital Planning analysis
