Description

As of November 14, 2022, a short list of architects has been selected. *The previous solicitation is listed below for reference This Project Includes: Project Title: Lincoln University - Renovate Manuel Rivero (Hall) Gymnasium Brief Description: This Project Is a Pilot for Implimentation of Lean Project Delivery. Applicants Must Have Prior Experience Leading Projects Using Lean Tools and Methods. Pull Planning, Target Value Design, Continuous Estimating and Big Room Integration Events Are Some of the Lean Tools and Methods That Are Expected to Be Incorporated in the Design Process. DGS Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation. The Goals for SDB participation: 14% The Goals for VBE participation: 3% Interviews will be conducted with all short-listed firms. A "Detailed Proposal" will be requested from short-listed firms for this project. The following information will need to be provided: detailed resumes for key design and management personnel with references, key personnel must have experience leading or participating in Lean projects; the firm's approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm's portfolio of a project using Lean tools and methods that illustrates the firm's ability to translate design intentions into a solution that meets the client's needs and expectations with client contact information; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project, also as part of the work plan provide a phasing plan for design and permitting of subsequent phases; an explanation of how the firm assures high quality bidding documents; visual examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; a description of how diversity will be accomplished within the team; a description of the firm's understanding of the LEAN processes described in the Program Development Study and how the firm has used these processes successfully on other projects, including references for the projects; evidence of financial capability; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal. The method of Contractor Selection has not been Determined at this time.
