Description | The Sanitary Board of Bluefield is in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services for Collection System Upgrade and Replacement Projects. Project activities that will involve the selected engineering firm include determining, designing, and inspecting needed upgrades, repairs, and/or replacements of Virginia collection systems and any other necessary assets. The consultant will work with the Sanitary Board of Bluefield Staff as well as various other professional services when required. Professional services for the activity funded include; (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (2) Preparation of bidding and contracting documents; (3) Participation in the evaluation of bids received and (4) Monitor and inspect construction activities on a periodic basis to ensure compliance with plans and specifications. (5) Preparation and delivery of final "As Built" data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata. Final plans, specifications and bid documents will be completed to take advantage of the closest feasible construction season. Procurement of said services shall be in accordance with 24 CFR Part 85 and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected. Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the HUD/Small Cities Block Grant, Appalachian Regional Commission (ARC) Grant Program, the Economic Development Administration (EDA), the West Virginia Infrastructure and Jobs Development Council, ARPA Funds, the WV and VA State Revolving Loan Fund, and American Rescue Plan Act (ARPA) Funds. The Sanitary Board of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award. The Sanitary Board of Bluefield reserves the right to accept or reject any and/or all qualifications. |
