The City of Owensboro reserves the right to accept or reject any and all bids received, to take exception to these bid specifications, or to waive any informalities, to negotiate all terms and conditions, or to cancel or amend in part, or entirety, this bid. The right is also reserved to award bids based on the best interest and/or most advantageous to the City of Owensboro. Award will be made to the lowest responsive and responsible bidder meeting specifications. The City of Owensboro reserves the right to consider as a part of the bid evaluation, the stated warranty, stated delivery schedule and payment terms.
