Description | **As of April 12, 2023, bids were canceled. No definite date for the rebid.** The bids will be for furnishing all materials, labor, supervision, equipment, supplies, fees, expertise, and services necessary for the installation of various electrical, instrumentation and controls and process piping improvements at the Western Region North Wastewater Treatment Facility (WRNWWTF), located in Pahokee, Florida. The major project components include: (i) construction of a fully enclosed backup power generator, (ii) installation of pre-cast concrete electrical building with associated 480 volt switchgear and motor control centers, (iii) auger cast pile foundations for generator and electrical building, (iv) replacement of the plant-wide controls system, (v) replacement of process piping ranging in size from 6-inch to 16-inch, and (vi) various site improvements such as perimeter security fence, lightning protection, and site lighting. The project is located in Palm Beach County's Western Region North Wastewater Treatment Facility (WRNWWTF), with address 1001 Rim Canal Road, Pahokee, Florida 33476. This project is partially federally funded through funds provided by Palm Beach County via the United States Department of Housing and Urban Development (HUD). Davis-Bacon and Related Acts and the wage rates contained in the bid documents apply to all laborers and mechanics working on the project. The goals of 6.9% WBE participation and 22.4% MBE participation and Section 3 of the Housing and Urban Development Act of 1968 are applicable. These are minimum goals and no rounding will be permitted. All conditions and requirements for bid submission, consideration, and award are contained in the Bid Documents. At the time of bid submission each bidder, and all identified subcontractors, must possess all professional licenses or certifications required by the State of Florida and/or Palm Beach County, as applicable, for the purpose of performing the specified work. Bid proposals must be submitted on the forms provided by Palm Beach County and accompanied by a bid bond security in favor of Palm Beach County in the amount of not less than five percent (5%) of the bid price. A performance bond (100%) and a payment bond (100%) will be required of the successful bidder within fourteen calendar days of notification from County. In accordance with F.S. 287.133(2)(a), persons and affiliates who have been placed on the convicted vendor list may not submit bids, contract with, or perform work (as a contractor, supplier, subcontractor or consultant) with any public entity (i.e. Palm Beach County) in excess of Ten Thousand dollars (or such other amount as may be hereafter established by the Florida Division of Purchasing in accordance with F.S. 287.017) for a period of 36 months from the date of being placed on the convicted vendor list. In accordance with Appendix II to 2 CFR Part 200 persons and affiliates who are listed on the government wide exclusion list in the System for Award Management (SAM) may not submit bids, contract with, or perform work (as a contractor, supplier, subcontractor or consultant). The Board of County Commissioners reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all bids. Clearing and grubbing. o Trench excavation, including necessary pavement removal, except as otherwise specified. o Structural fill, backfill, density testing and grading. o Replacement of unpaved roadways, grass, and shrubbery plots. o Cleanup. o Foundation and borrow materials, except as hereinafter specified. o Testing and placing system in operation. o Any material and equipment required to be installed and utilized for tests. o Maintaining the existing quality of service during construction. o Maintaining or detouring of the traffic, with all equipment and manpower to comply with Roadway and Traffic Standards, FDOT Indices 600, 601, 602, 603, 605, 607, 611, 612, 613, 616, 617, 618, 619, 625, 628, 630, and 635. o Appurtenant work as required for a complete and operable system. o Cost for security (if special circumstances apply, approval must be received by the Engineer, in writing). o Record drawings. o Distribution of door hangers. o Material storage areas. o Disposal of excess fill and debris. o Scheduling and calling for utility locates. Scope- 1. Electrical system upgrades consisting of the replacement of outdated equipment identified in the Contract Drawings and Specifications. 2. Installation of a new electrical precast building. 3. Consolidating the main electrical equipment into the new electrical precast building, which includes new main electrical distribution equipment, and facility electrical service. 4. Controls and SCADA systems 5. Installation of site lighting 6. Installation of fire detection and alarm system 7. Installation of a single weather-protected generator for standby power. 8. Installation of new piping system: 6-inch, 12-inch, and 16-inch in different materials. 9. Coring of existing tank walls for the installation of aforementioned piping systems. 10. Utility located of all existing utilities within project area. 11. Replacement of sidewalks and restoration of sod. 12. Paving and Grading. 13. Installation of gravel buffer areas and parking areas. 14. Installation of new transfer and lug box slab, and generator slab. 15. Abandonment of existing 6-inch RAS piping system. 16. Removal of 12-inch CIP primary effluent No.1 effluent piping system. 17. Partial removal and partial abandonment of 12-inch CIP Aeration Tank effluent to Secondary Clarifier No.1 and No.2 piping system. 18. In-kind replacement of telescoping valves at the locations shown in the Contract Drawings. 19. Modifications to the overflow weir box at the effluent wet well. 20. Integration of the new facilities into the existing plant SCADA system. 21. FPL power extension and coordination. 22. Project permitting The goals of 6.9% WBE participation and 22.4% MBE participation |
