Description

Cuyahoga Metropolitan Housing Authority (CMHA) is soliciting proposals from qualified, licensed Architectural/Engineering firms to provide ongoing architectural and engineering (A/E) services. This pre-qualification process will determine the list of firms that will be eligible for award of contracts for the period covering November 1, 2022 - October 31, 2025. CMHA intends to award multiple contracts to qualified organizations based on expertise, qualifications, and cost The scope of services to be provided by the A/E Services firm may be summarized as follows: 1. The selected firm(s) shall coordinate with CMHA and its affiliates in providing services contained in this RFQ and HUD Form 51915. 2. Visit the site as necessary to gather information, verify existing conditions and work requirements, and provide CMHA with a budget and a plan to meet the goal of the project. 3. Provide a schedule detailing scope development, design, bid documents, construction duration, etc. to describe the thorough completion of the project. 4. Develop the basic design and provide all drawings and technical specifications to CMHA staff. Discuss appropriate options or alternatives to the basic design that was established. 5. Provide interim submittal documents for review by CMHA at mutually agreed upon intervals throughout the design and documentation phases. Each submittal shall include an updated statement of probable construction costs to the level of detail appropriate and agreed upon during the time of contract negotiations. 6. Assist CMHA and its affiliates with the bidding process. Once bids are received, they will assist CMHA by reviewing the bids for both cost and responsiveness and recommendation of winning bidder. 7. Attend and lead a preconstruction meeting and make site observation visits as negotiated. 8. Develop weekly project meeting agendas, write and distribute project meeting minutes, weekly field reports, receive and respond to submittals & RFIs, prepare and issue bulletins as necessary, review change order proposals and recommend acceptance as necessary, 9. Develop project record documents in both hard copy and on electronic disk. 10. Provide warranty phase services as agreed upon during contract negotiations.
