Description

Work shall be for furnishing all labor, materials and equipment and performing all work necessary to complete the Project. The overall scope of work consists of painting the Highway 25 elevated water tank (250,000 gallons) and the Coleman elevated water tank (500,000 gallons) as shown on the Contract Drawings. Minority and womens business enterprises are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 214 (H.R. 3547); therefore, this project must comply with the American Iron and Steel requirements of the Act. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations. Each bid submitted must be marked on the outside ELEVATED TANK PAINTING.Any bid more than $50,000 must contain on the outside of the envelope the contractors current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000 A satisfactory Bid Bond executed by the Bidder and an accepted Surety, a certified check, or bank draft payable to the SHORT COLEMAN PARK WATER ASSOCIATION shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. A Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract price, with a corporate surety approved by the OWNER, will be required for the faithful performance of the contract. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidders state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident states current law pertaining to such states treatment of nonresident contractors. Any bid submitted by a nonresident contractor which does not include the nonresident contractors current state law shall be rejected and not considered for award. The right is reserved, as the SHORT COLEMAN PARK WATER ASSOCIATION may require, to reject any, or all, bids and to waive any informality in the bids received. Bids may be held up to 60 days from the date of opening for review of bids and qualifications of bidders prior to Contract award.
