Description | The Project consists of furnishing all services, labor and materials necessary for the design, build, installation and operation of a facility comprehensive control and SCADA System at the Lycoming County Landfill. Work associated with this Project includes, but is not limited to, installation of a fiber optic system to be integrated into the control system between multiple onsite locations, design/build and installation of new control panels, design/build and modification of existing control panels to suit the system, design/build and installation of a facility-wide control and SCADA system, and all miscellaneous design/build related services and equipment to suit the system upgrade. The design/build related work is to be substantially completed for Owner's use within 150 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $2,000.00 per calendar day will be assessed after the date for Substantial Completion. Final completion of the design/build related work shall be within 200 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per calendar day will be assessed after the date for Final Completion. In addition, Contractor is to provide operations support for a period of 1 year from the date of construction final completion. Proposals will be received for a single prime Contract using a Design/Build approach. Proposals shall be on a lump sum basis, as indicated in the Proposal Form. Each Proposal must be submitted on the prescribed Proposal Form and accompanied by Proposal security, as prescribed in the Instructions to Proposers. The Successful Proposer will be required to furnish the additional bond(s) prescribed in the Proposal Documents. For information concerning the proposed Work, contact John J. Questions and requests for interpretations or clarifications are due ten days prior to the date for opening of Proposals. No Proposer may withdraw their Proposal within 60 days after the actual date of the opening of Proposals. The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience in this type of design/build and construction services and are financially able and organized to successfully carry out the Work covered by the Proposal Documents in the required time. Each Proposal shall be accompanied by completed questionnaires relating to the Proposer's qualifications and financial status.All Proposers shall be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the Proposal is awarded. In addition, the County will post information regarding the successful Proposal on the County website. The County reserves the right to reject all Proposals or any Proposal not conforming to the intent and purpose of the Proposal Documents, to waive any informality in Proposals received, and to accept that Proposal which in its judgement best serves the interest of the County.
