Description

Liberty Fire Company located in the Borough of Bangor will receive bids for the construction of a 26.5-feet (approx.) tall retaining wall and associated grading with storm water facilities along with the base construction of a parking area located thereon. Questions regarding this solicitation shall be submitted via the "Clarifications" feature no later than October 4, 2022 at 4:00 PM. Temporary removal and re-installation of neighboring chain-link fence (approx. 100'), installation of erosion and sedimentation controls, clearing and grubbing of existing vegetation, excavation and removal of material as required to proposed grade, construction of 240 lineal feet (approx.) at 26.5-feet high (approx.) of Maccaferri Terrawall Mechanically Stabilized Earth retaining wall or approved equivalent, placement of approximately 3,700 tons of 2RC backfill aggregate, placement and installation of: 9.75'x6.00'x0.75' R-3 rip rap apron, 14.0-feet of 15" watertight HDPE storm pipe, 10.5-feet of 15" watertight reinforced concrete storm pipe, 23-feet (approx.) deep 48" manhole with standard 24" lid, 10.00'x 4.00'x9.46' outlet structure with standard 24" manhole lid and 2'x3.77' standard M-Top with bicycle safe grate, and 70.0-feet (total) of 60" watertight Alternate Bid No. I shall consist of saw cutting the existing macadam parking area and theplacement and construction of approximately 1,050 square yards of new bituminous parking area with required parking space line striping, and concrete wheel stops as required. Alternate Bid No. 2 shall consist of installation of approximately 216 lineal feet of guide rail. Alternate Bid No. 3 shall consist of installation of approximately 220 lineal feet of 6' high decorative fence atop the retaining wall. Alternate Bid No. 4 shall consist of installation of approximately 60 lineal feet of block retaining wall to be installed along the existing concrete sidewalk adjacent to the existing pavilion. Alternate Bid No. 5 shall consist of Re-routing of existing storm sewer to include excavation and removal of all existing storm sewer located within parameters of proposed wall, placement and installation of; 2 (two) 2'x3.77' doghouse inlet boxes with standard 24" manhole lids, I (one) standard 2'x3.77' inlet box with standard 24" manhole lid, 152-feet (approx.) of 15" HDPE storm pipe, construction of earthen bypass swales along the northerly and easterly portions of the retaining wall including required slope matting, and the placement of seed, mulch, fertilizer, etc. in all disturbed vegetative areas (approx.. 600 square yards). Each BID, when submitted must be accompanied by a Bid Bond which shall not be less than ten percent (10%) of the amount of the BID. In addition, Section 3 requires that the Contractor must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. Section 3 contracting goal is 10% and Section 3 employment goal is 30%. Preference may be given to responsible Section3/MBE/WBE Contractors to meet overall project goals. The Contractor shall be required to conform to the Pennsylvania Prevailing Wage Act. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, Maintenance Bond, and a Labor and Material Payment Bond. BIDS may be held by OWNER for a period of not to exceed sixty (60) days from the date of the opening of BIDS for the purpose of reviewing the BIDS and investigating the qualifications of Bidders, prior to awarding of the CONTRACT. Liberty Fire Company reserves the right to reject all bids, increase or decrease any item or items, to delete any item or items, and/or waive informalities in the Bidding
