No questions will be allowed after this deadline. An addendum will be issued to resolve these questions. All bidders will be required to submit Bid Security in the form of a Bid Bond, Certified Check or Cashier's Check in the amount of 10% of the Base Bid, payable to the Lockport Township Park District. No proposals or bids will be considered unless accompanied by such bid bond or check. The successful bidders will be required to post 100% Performance Security/Bonding in compliance with (30 ILCS 550) Public Construction Bond Act, provide Certificate of Insurance according to the specifications and enter into a contract upon the terms set forth in bidding documents. All contractors assume responsibility for prevailing wage rates. Contractor shall not pay less than prevailing rate of wages to all laborers, workmen, and mechanics performing work under this contract and shall comply with the requirements of the Illinois Prevailing Wage Act, (820 ILCS 130), et seq., and the Illinois resident labor requirements (20 ILCS 605/605-390), as applicable. The Lockport Township Park District reserves the right to reject any and all proposals, parts of any and all proposals, or waive technical errors or omissions in submitted proposals. The Lockport Township Park District will award the contract to the lowest most responsible and responsive bidder, as determined by the Park District. In considering the bidder's responsibility, the Lockport Township Park District may evaluate, among other factors, the ability of the bidder to provide experienced labor sufficient in numbers to timely and properly complete the services, the financial capability of the bidder, and the performance of the bidder on other projects. No submitted bid may be withdrawn until a period of (60) days after the bid opening date, without written consent of the Lockport Township Park District. The Lockport Township Park District encourages minority business firms to submit bids on this project and the successful contract bidder to utilize minority businesses as sub-contractors for supplies, equipment, services and construction.
