Description | for consideration by the City Council at its meeting at 6:00 p.m. on August 15, 2022, at City Hall, 201 E. Pleasant St., Maquoketa, Iowa. Work on the improvementshall commence on or before the date specified in the written "Notice to Proceed" and shall be fully completed and ready for acceptance by July 1, 2024. Liquidated damages in the amount of $1,000.00 per calendar day will be assessed for each day that the work shall remain uncompleted after the end of the contract period, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the City Council. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8 and as specified by the City of Maquoketa, Iowa. The bid security shall be 10% of the total amount of the bid. To the extent allowed by Federal law and regulation, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, to the extent lawfully required under Iowa statutes. Due to Federal funding on this Project, no preference will be applied for evaluation of Bids. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA) and therefore is subject to the Federal laws and regulations associated with that program. The EDA has special requirements and certifications that are implemented into the Bidding Requirements and Contract Documents. Per Federal Funding Program requirements, Buy American provisions apply to this Project. Consistent with Executive Order 13858, Strengthening Buy-American Preferences for Infrastructure Projects, the Bidder is encouraged to use, to the greatest extent practicable, iron and aluminum as well as steel, cement, and other manufactured products produced in the United States in every contract, subcontract, or purchase order. Davis-Bacon prevailing wage rates will apply to this project and are included in this specification or will be provided in an addendum. The City of Maquoketa hereby reserves the right to reject any or all bids and to waive informalities and irregularities and award a contract as deemed to be in the best interest of the city |
