For 2020 Well Replacement The Project consists of the following major items: A. Drilling of three test wells including three 2-hour step-drawdown pumping test and three 6-hour constant rate pumping tests. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. With request for Bidding Documents supply the following information: Company name, contact person, street address, and phone and fax numbers for Bidding office; N. C. contractor's license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. Any contract awarded under this Advertisement for Bids is expected to be funded in part by a loan or grant from the State of North Carolina. Neither the State or Federal Government nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This procurement will be subject to State regulations. Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended. This contract will be funded in whole or in part using funds from Clean Water and / or Drinking Water State Revolving Funds Additional Supplemental Appropriations for Disaster Relief Act of 2019 (ASADRA). As such, the special provisions concerning the Davis-Bacon wage requirements and American Iron and Steel (AIS) requirements as noted in the Instructions to Bidders and Supplementary Conditions shall be required for this contract. The Work will be subject to the prevailing wage rates and to the Equal Employment Opportunity requirements established by the U.S. Department of Labor.
