Description

Wastewater Treatment Plant Pole Barn. Bid open info - Joining the WebEx meeting will allow you to view the vendors responding to each bid and the bid amount submitted from each vendor. This will replace in-person Bid Openings. Any questions pertaining to the requirements of the Contract Documents and Technical Specifications, either procedural or technical, shall be in writing and are to be submitted to the City of Stockbridge; Attention: Lindell Y. Miller, CPPO via email at ProcurementDivision@cityofstockbridge-ga. gov by 12:00 PM on Friday, November 11, 2022; Reference: "CITY OF STOCKBRIDGE WASTEWATER TREATMENT PLANT POLE BARN - ITB# 2022-0017".3 Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State Law. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. Bidder agrees to furnish all materials and equipment and to perform all labor necessary to construct a new pole barn and fully enclose an existing pole barn as shown in drawings and as specified herein including but not limited to mobilization/demobilization, bonds, insurance, clearing and grubbing, grading, earthwork, pre-engineered metal buildings, electrical, mechanical, piping, valves, painting, soil erosion and sediment control, and all other work and appurtenances necessary for completion of the work as shown on the Drawings and as specified in the Contract Documents. Time allotted for Substantial Completion of work will be as established by the Bidder. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. The Notice to Proceed date may be negotiated when the selected Contractor provides satisfactory documentation of material lead times or work force commitments. Bid is administered by the City of Stockbridge, Procurement Division. Any questions pertaining to the requirements of the Contract Documents and Technical Specifications, either procedural or technical, shall be in writing and are to be submitted to the City of Stockbridge; Attention: Lindell Y. Miller, CPPO via email at ProcurementDivi sion@cityofstockbridge-ga. gov by 12:00 PM on Friday, November 11, 2022; Reference: "CITY OF STOCKBRIDGE WASTEWATER TREATMENT PLANT POLE BARN - ITB# 2022-0017". 1.4 CONTRACTOR LICENSE A portion of the Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the utility portion of work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the face of the bid envelope and on the bid form and provide proof of a valid license with the bid. See Instruction to Bidders for additional bidding requirements. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective. BONDS Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. The status of Federal, State, and /or Local permits for this project are as follows: PERMITS/AGENCIES STATUS A. Land Disturbance Permit Not Required B. NPDES GAR 100002 (Stormwater) Not Required C. GA Environmental Protection Division Not Required Georgia Department of Transportation Not Required E. Building Permit Required EASEMENTS & RIGHTS-OF-WAY All easements and rights-of-way for permanent installations have been obtained or will be obtained by the Owner prior to issuing the Notice to Proceed. FUNDING SOURCES Funding is to be provided by local funds. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
