Description

. Introduction Back Bay National Wildlife Refuge, located in Virginia Beach, VA, was established in 1938 as a wintering and feeding area for migratory birds. The refuge currently encompasses over 9,200 acres of wetland, forest, scrub/shrub and beach habitats. The refuge offers wildlife-oriented public use opportunities including hiking, biking, interpretation, wildlife observation, photography, environmental education, and fishing. Refuge facilities include a Visitor Center comprised of a Display Area which is open to the public and an Office Area which houses office space for refuge staff. The two areas are partitioned by a wall and are serviced by separate geothermal systems that were installed in 2011. 2. Scope The intent of this contract is to remove, replace and completely install two (2) Geothermal heat pump units in the Visitor Center building located at 4005 Sandbridge Road, Virginia Beach, VA. This building is a 4,370 square foot, one-story building with one unit servicing the Display Area and the second unit servicing the Office Area. 3. Background The existing units are approximately 12 years old and are being replaced due to frequent and costly maintenance needs. The original as-built HVAC drawings are available upon request. 4. Deliverables: o Contractor must provide submittals of proposed equipment for approval before ordering. o Remove and dispose of existing components. o Furnish and install two (2) new heat pump units compatible with all existing geothermal system components, controls, and ductwork. o Furnish and install two new digital and programmable thermostats, with humidity control capability. o Contractor must provide specification sheets and details of the product warranty. o Contractor must be licensed in VA for all applicable trades. 5. Material Specifications: o Two (2) Geothermal Heat Pump Units: Like-models to replace Climate Master Tranquility 27 (TT) Series, Model TTV049AGC10ALKS and Model TTV064AGC10ALKS. o 2-stage compressor o 49 MBtuh and 64 MBtuh minimum o 208-230V/60/1 o Corrosion resistant epoxy coating on coils o Condenser fluid 18% propylene glycol Service of Protest. (SEP 2006) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), 140FC223Q0001 Page 25 shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from: Micah Holmes, Contracting Officer USFWS, JAO/APO Micah_Holmes@fws.gov (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. (c) A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and Intellectual Property, 1849 C Street, NW., Room 6511, Washington, DC 20240. (FEB 1995) - Alternate I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, bidders are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will not be scheduled. CHANGES MADE PRIOR TO DATE SET FOR OPENING PROPOSALS The right is reserved, as the interest of the Government may require, to revise or amend this Request for Quotation prior to the date the solicitation closing. Such revisions, if any, will be announced by an amendment to this Request for Quotation. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed, or both, the date set for solicitation closing may be postponed by such number of days as in the opinion of the issuing officer will enable Offerors to revise their proposals.
