Description

The City of Kendallville, Noble County, Indiana, by andthroughitsBoardofPublicWorks, hereinafter referred to as the Owner, will receive sealed bid packets for thehistoricrenovationofthree(3) building facades located in downtown Kendallville. The clerk s office is open monday throughfriday, 7:30a.M.Until4:00p.M. Please make sure the outside of the bid packet states: bidforfacadebuildingimprovements . All bids will be time stamped upon receipt. Bids received after suchhour will bereturnedunopened. All interestedcitizensareinvited to attend and should any citizens require special provisions, such as handicappedmodificationsornon-English translation personnel, the City will provide such provisions as long as therequest ismadebyJune19,2023. All prime contractors, subcontractors, small, minority or womenownedenterprisesandother interested parties are invited to attend. The Project will entail three (3) bid packages which is outlined as follows: Love Me Two Times - 105, 107, and 109 North Main Street (This work includes but isnot limitedtodemolition,window restoration, new windows and painting.) Auto Parts Store - 101 South Main Street (This work includes but is not limited towindowrestoration,masonryrestoration and repair, painting and reconstruction of the historic cupola.) Strand - 221 South Main Street (This work includes but is not limited to marqueerestorationandrepairs,lighting, wall panel installation, wall panel repairs and painting). The check shall be madepayabletoMartinRileyarchitects engineers. Sets may be purchased online. Thedepositwill be refunded provided a bid is submitted and said plans and specifications arereturnedtoEasternEngineering Supply Reprographics in good order within ten (10) days of the biddate. The work to be performed and the bid to be submitted shall include sufficient andproper sumsforall generalconstruction, mechanical installation, labor, materials, permits, licenses, insurance, andsoforthincidentaltoand required for the construction of the facilities. The bonds will be in the amount of 100%of the Contract Priceandmust beinfull forceandeffect throughout the term of the Construction Contract plus a period of twelve (12) monthsfromthedateofsubstantial completion. In addition, the Contractor will be required to carry a minimumof $1,000,000ofGeneralLiability Insurance coverage. The Owner reserves the right to reject any bid, or all bids, or to accept any bidor bids, or tomakesuchcombination of bids as may seem desirable, and to waive any and all informalities inbidding. Anybidmaybewithdrawn prior to the above scheduled time for the opening of bids or authorizedpostponement thereof.Anybid received after the time and date specified shall not be considered. No bidmaybewithdrawnafterthescheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The low, responsive, responsiblebiddermustnot be debarred, suspended, or otherwise be excluded from or ineligible for participationinfederallyassistedprograms under Executive Order 12549. All applicable laws, ordinances, and the rules and regulations of all authoritieshavingjurisdictionoverconstruction of the project shall apply to the project throughout. Bids shall be properly and completely executed on bid forms included in the Specifications. Bidsshall includeall information requested by Indiana Form 96 (Revised 2013) included with the Specifications. UnderSectionIII of Form 96, the Bidder shall submit a financial statement. A copy of the proposedFinancial Statementtobesubmitted with the bid is included in the bid documents section to these specifications. TheOwnermaymakesuch investigations as deemed necessary to determine the ability of the Bidder toperformtheworkandtheBidder shall furnish to the Owner all such information and data for this purpose as theOwner mayrequest.TheOwner reserves the right to reject any bid if the evidence submitted by, or investigationof, suchBidderfailstosatisfy the Owner that such Bidder is properly qualified to carry out the obligationsof theAgreementandtocomplete the work contemplated therein. Each Bidder is responsible for inspecting the Project site(s) and for reading and beingthoroughlyfamiliarwiththe Contract Documents and Specifications. The failure or omission of any Bidder todoanyof theforegoingshall in no way relieve any Bidder from any obligation with respect to its Bid. Wage rates on the project shall not be less than the federal wage scale publishedbytheU.S. DepartmentofLabor. Bidders on this work shall be required to comply with the provisions of the President sExecutiveOrderNo.11246, as amended. The Bidders shall also comply with the requirements of 41CFRPart 60-4entitledConstruction Contractors - Affirmative Action Requirements. A copy of 41 CFRPart 60- 4maybefoundintheSupplemental General Conditions of the Contract Documents and Specifications. The Bidders attention is also called to the Minority/Women Business Participationrequirementscontainedinthe Project Specifications. The Contractor must meet guidelines and practices established by the Indiana Officeof CommunityandRuralAffairs and appropriate federal regulations including: 1) Executive Order 11246, 2) Section3of theHousingand Community Development Act of 1968, as amended, 3) Certification of Non-SegregatedFacilities,4)OMB Rev 2; "No contr ward must be terminated immediately." Prior to contract Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, RehabilitationAct of 1973,7)AgeDiscrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) RetentionandCustodial Requirements for Records Clause, 11) Contractors and Subcontractors Certifications, andothersthatmay be appropriate or necessary. Contract procurement is subject to the federal regulations contained in the OMBCircular A-102, SectionsBandO and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12. Any contract(s) awarded under this Advertisement for Bids are expected to be fundedinpart byagrantfromthe Department of Housing and Urban Development, as administered by the IndianaOfficeof CommunityandRural Affairs. Neither the United States nor any of its departments, agencies or employeesisorwill beapartyto this Advertisement for Bids or any resulting contract.
