Description | The Project includes the following Work: The resurfacing of the existing hockey rink, located at 179 Hack Wilson Dr, Ellwood City, PA 16117, includes constructing temporary access drive, cleaning the existing surface, performing crack repairs as necessary, constructing 1" leveling course, installing geotextile interlayer, constructing 1 1/2 " wearing course, installing surface coating (alternate bid item), line painting, removal of temporary access drive, and site restoration. Contractor to coordinate with Owner for temporary construction access to the work area. Owner to remove fence, section of rink walls, goals, and base bendy board. Owner to reinstall rink equipment. Contractor to coordinate with Owner for the reinstallation of rink walls prior to final surface coating and line painting. The alternate bid item, if awarded, consists of applying a SealMaster asphalt surface coating system to the new asphalt surface work contained in the base bid. The Project, of which the Work under the Contract Documents is a part, is generally described as follows: Stiefel Park Hockey Rink Resurfacing Project, located at 179 Hack Wilson Drive, Ellwood City, PA 16117. Bids are requested for the following Contract: CONTRACT #23-01 - STIEFEL PARK HOCKEY RINK RESURFACING R-6357.0432 Instructions to Bidders. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. CLARIFICATION DEADLINE 3/8/2023 4:00 PM Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Ellwood City Boroughreserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Ellwood City Borough and to reject any or all proposals. |
