Description

The PROJECT involves the rehabilitation of Taxiway 'A'. In addition, it includes a 1,165 feet extension to Runway 18 and Taxiway 'A' at the Lexington County Airport. Schedule A work will generally consist of the rehabilitation of Taxiway 'A'. The work will include approximately 18,900 square yards of 6-inch-thick concrete taxiway pavement on existing base course material. Associated work includes limited earthwork, pavement removal, milling, marking and erosion control measures. Schedule B construction work shall generally consist of the site preparation, paving and lighting for a 1,165 feet extension to Runway 18. The work will include approximately 9,800 square yards of 6-inch-thick concrete runway pavement, associated onsite earthwork, drainage, pavement marking, grooving, airfield lighting and signage, and erosion control measures. Schedule C work will generally consist of the site preparation, paving and lighting for a 1,165' extension of Taxiway 'A'. The work will include approximately 6,800 square yards of 6-inchthick concrete taxiway pavement, associated onsite earthwork, drainage, pavement marking, airfield lighting and signage, and erosion control measures. The potential bid award scenarios are: Base Bid (Schedule A), Alternate Bid No.1 (Schedule A + Schedule B) and Alternate Bid No.2 (Schedule A + Schedule B + Schedule C) depending on funds available for construction. Contract time will be 110 consecutive calendar days for an award of the Alternate Bid No. 2 (Schedule A + Schedule B + Schedule C) from the date of Notice-to-Proceed in accordance with the Construction Safety and Phasing Plan No. 1 (CSPP-1). If not all the scenarios are awarded the duration will be reduced. Bid security in the form of a bid bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required. Bid proposals shall remain valid for 90 calendar days after the bid opening date. No bid may be withdrawn after closing time for the receipt of proposals until this date. A Notice-of-Award for the Contract will be issued once a successful bidder has been determined and adequate funding has been secured by the Owner. County of Lexington, South Carolina (the "Owner") reserves the right to waive any informalities or irregularities in the bids received, to negotiate certain or all contract bid items with the Bidder(s), to reject any or all bids or to award or refrain from awarding the contract for the work, to request additional information, and to interview, whichever is deemed to be in the Owner's best interests. This process is governed by the Procurement Procedure of the OWNER, a copy of which is available from the Director of Procurement upon request. Deadline for questions is Tuesday, February 28, 2023 at 5:00 p.m. All questions about the meaning or intent of the Contract Documents shall be submitted to OWNER in writing via its online procurement system. It is the responsibility of the bidder to register as a potential bidder to receive any subsequent amendments.
