Description

The Department of General Services, Real Estate Services Division - Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the new Emergency Operations Center in the City of Costa Mesa, Orange County, California. The State of California Governors Office of Emergency Service will operate the new facility. The new Emergency Operations Center is located in the Southern Region for the State of California Governors Office of Emergency Services. The project must meet the requirements of the Essential Services Buildings Seismic Safety Act (ESBSSA). The project will be located on an approximately 15 acre site on the former Fairview Developmental Center property, in the City of Costa Mesa, Orange County, CA. The Fairview campus is eligible for listing of a historic district. The entire 15 acre site, other than the visitor parking area, must be enclosed with an 8-foot tall, minimum, perimeter security fence. Access to the secure area from the visitor parking area will be via a guard shack located between the guest parking area and the facilities inside the fence. The visitor and staff parking area along with the building rooftops can be utilized for the installation of photovoltaic arrays. The proposed secure facility will consist of one single story office building of approximately 34,000 sf containing office space, an emergency operations center, shared training rooms, support areas, and appurtenances, a separate warehouse building with loading docks of approximately 20,000 square feet containing a vehicle maintenance and repair bay, support spaces, appurtenances, and warehousing spaces for life-sustaining commodities. Additionally, the site will contain a 120, high microwave transmission tower, emergency generators and fuel tank including redundant facility backup, staff and visitor parking, outdoor command spaces, heliport for Blackhawk helicopters or smaller, and landscaping. Demolition and hazardous material abatement of existing structures, site work, and a new dedicated utility infrastructure are part of the scope of the project. The new utility facilities will require coordination with local utility companies for electrical, gas, cable/internet/low voltage communication, and the City and County for utilities such as storm drainage, wastewater, garbage, fire suppression, lighting, roadways for ingress/egress and water. The project will be designed and constructed for LEED silver certification at a minimum and Zero Net Energy (ZNE). All work will be performed in accordance with the Essential Services Buildings Seismic Safety Act and the Secretary of the Interiors Standards for Rehabilitation and will be subject to review by the Division of State Architect and the State Historic Preservation Officer to maintain the building as a historic resource. Submit written questions no later than 2:00 P.M., PT, September 29, 2023. Questions received after this time will not be considered. Copies of all the questions and answers will be distributed by October 6, 2023 in a written clarification document to all Design-build Entities that have officially requested the RFQ and that have attended the Mandatory RFQ Briefing Conference
