Description

City of La Center, Washington is requesting proposals Qualifications to design of a Shared Use Path along Pacific Highway between 14th Avenue (Larsen Drive) and the existing sidewalk (Kays Subdivision). The City anticipates contracting with the individual or firm whom in the Citys sole opinion is best qualified to perform a variety of specialized functions. Consulting services will include but may not be limited to: Providing Complete Design Services including Completion of Plans and Specifications, Project Management, Assist the City with public presentations to City Council, Right of Way Acquisition as necessary prepare substantiate design, Coordination, Reporting and Administration of Federal Transportation Alternative funds, The design phase will be funded by Transportation Alternative Grant funds and must meet FHWA requirements for design and approval. Contract Plans, Specifications and Estimates (PS&E) shall be prepared in accordance with the current State of Washington Standard Specifications for Road, Bridge and Municipal Construction, amendments thereto, and adopted design standards per the Local Agency Guidelines (LAG) chapter 44. The WSDOT Local Program Engineer will review the PS&E to ensure compliance with the LAG Manual. The qualifications of staff, prior work experience with similar projects, technical project approach, experience in the city and experience with federal aid projects will be used to evaluate the proposal. The proposals will be ranked from 1 to 20 and scored from lowest to highest. The total scores will be used to determine selection. The RFP must detail the estimated schedule for the performance and delivery of the services. The (City of La Center) reserves the right to retain the services of the successful firm for any subsequent phases (CN) associated with this project. Project Description The improvements are anticipated to consist of just over 1,600 LF of a 10-foot wide paved Shared Use Bike and Pedestrian Paved Path between Larsen Drive and the existing sidewalk at Kays subdivision. In order to construct this path, the existing roadside ditch will need to be replaced with a storm drain system and curb and gutter with catch basins to collect stormwater. The concrete curb and gutter will also be used to provide a buffer of protection from traffic on Pacific Highway. The selected firm will prepare drawings and specifications and construction estimate for a project that will fit within the Citys approval and budget. The following is an estimated scope of services to complete the necessary work: 1. Work with a local businesses and property owners to accommodate accessibility for completed design. 2. Attend City Council meetings to support the design and options that are proposed. 3. Contract and coordinate with consultants for design. This includes but not limited to: Topographic and boundary survey of project limits. Coordinate with utility companies for relocation of structures to facilitate design Geotechnical Testing and report of the stability of the slope for retaining walls, guardrail replacement and other aspect of design. Critical Area investigation and report of critical area impact along at the creek corridor Preparing maps and right of way acquisition as necessary to facilitate the design of the path. Prepare cost estimate at various stages of design. 3. Complete drawings, technical specifications suitable for construction bidding for the improvements. In addition, the Consultant will need to submit to the City and WSDOT 50%, 75% and 100% drawings and specifications for review and approval prior to the bidding documents. The drawings, bidding contract and specifications will need to meet WSDOT standards as well as WSDOT LAG manual and meet the approval of WSDOT Local Programs. Attached with this RFQ is a schematic layout of the project that was used to obtain funding approval. See City of La Center website for schematic layout. 4. Prepare an Environmental Documentation and NEPA preparation. 5. Prepare a stormwater report and stormwater design to comply with City of La Center stormwater ordinance or Department of Ecology (DOE) current Western Washington Stormwater Manual or WSDOT Highway Runoff Manual as required. 6. As part of the plans and specifications provide a landscape design. This project has a DBE agreement goal of a 16% goal. The consultant will need to provide documentation to verify the DBE requirement for review by the City and WSDOT.
