Description

**As of April 24, 2023, this project has not yet been awarded . A timeline for award has not yet been established. The Borough of Glassboro is proposing to replace the existing grass football field with a 230' x 390' multi-use ai1ificial turf athletic field, located at the Spo11s Complex on South Delsea Drive. The project will include the excavation/demolition of the existing football field to be replaced with a stone base and finished with ai1ificial turf and infill material. The proposed field will have a total area of 89,700 square feet and will be permanently striped for football, 11vl 1 soccer, and two mini-soccer fields for 7v7 and 9v9. A logo representing the Glassboro Bulldogs will also be permanently striped in the center of the field. An underground stormwater collection system will be installed and connected to the existing underground stormwater system. Proposed 4' chain-link fence will be constructed along the perimeter of the field directly outside of the concrete curb including two 5' gates, located in the no11hwest and southeast corners. Two 12' swing gates will also be installed along the n01thern and southern ends to allow athletic equipment to be moved in and out of the field area. Athletic field equipment to be installed includes football field goal posts to be permanently installed at both ends of the field. Please be advised that State funds through the Green Acres Program are being utilized in this project. Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded from participation on this project. This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. The Owner will award the Contract to the lowest responsible Bidder. Neither Owner nor Engineer will be responsible for full or pai1ial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids must be submitted on the forms provided within the documents in the manner designated therein. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Glassboro. Bids must be accompanied by a Ce1tificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Glassboro in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. Ce1tificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Borough of Glassboro will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough of Glassboro and the bidder. All bidders are required to provide a copy of the contractors and subcontractors business registration ce1tificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91); and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Glassboro and be issued by a surety authorized to do business in the State of New Jersey. Pursuant to N.J.A.C. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127." This includes compliance with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date. The successful Bidder must also furnish an Initial Project Manning Repo1t (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us. The Borough of Glassboro and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Borough of Glassboro reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Glassboro. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. A Pre-Bid conference has not been scheduled for this project. Checks should be made payable to Sickels & Associates, Inc. If contract documents are to be mailed, add twenty-five dollars ($25.00) to the cost of the documents.
