Description

This is a COMBINED SYNOPSIS/SOLICITATION to renovate designated SCIF spaces within RM 2400, Bldg. RR400 Marine Forces Special Operations Command (MARFORSOC). Please see the attached Request for Quotation (RFQ) H9225722Q0031, Attachment 1 - Statement of Work (SOW), Attachment 2 - Base Access Instructions & Visitor Control Procedures and Attachment 3 - Sample Delegation or Request Letter for Contractors Base Access to renovate designated SCIF spaces. Quotes are due in accordance with the attached RFQ, and all supporting documents attach. If your entity is interested in submitting a quotation, please do so before the solicitation close date and time of 12:00PM Eastern Daylight Time on Wednesday, 24 Aug 2022. Ensure that the quote references the RFQ number in the subject line and contains the following information: Unique Entity ID #, CAGE CODE #, and TIN #. Quotes that do not include this information will not be considered. Feel free to contact me with any questions or concerns regarding this email. - No direct exchanges between the technical representative and a prospective Offeror shall be conducted unless it is deemed necessary by the Contracting Officer. Leandre Jr. at phone number 910-440-0776. This is a COMBINED SYNOPSIS/SOLICITATION to renovate designated SCIF spaces within RM 2400, Bldg. RR400 Marine Forces Special Operations Command (MARFORSOC). This announcement is prepared per the format in Federal Acquisition Regulation (FAR) Parts 12 and 13 (Subparts 12.6 and 13.5) as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92257-22-Q-0031. All interested parties may submit a quote which shall be considered by the agency. This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor personnel performing the services herein. Such contract service providers shall be accountable solely to the Contractor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06, (effective 26 May 2022) and the DFARS Publication Notice (DPN) 20220623 edition (effective 23 June 2022). The Product Service Code (PSC) for this requirement is R499. The associated North American Industrial Classification System (NAICS) code for this requirement is 541990 - (All Other Professional, Scientific, and Technical Services) with a size standard of $16.5 Mil. This requirement is a total Small Business Set-Aside. TYPE OF CONTRACT. The Government intends to award a single Firm Fixed Price (FFP) performance type contract as a result of this solicitation. The Government reserves the right and may award based solely on information contained in the quote. It is the Government's intention to award without discussions. Offerors are encouraged to present their best technical and price quote in their initial submission. The contract shall be awarded on an all or none basis, do not submit partial quotes. All quotes submitted shall be the Contractor's Best Quote as it is the Government's intent to entertain one (1) final quote only; this includes any discounts on volume. Offerors must scrutinize this solicitation and ensure their quotes and submissions comply with all requirements. It is not sufficient to merely state your quote complies with the solicitation requirements. You must clearly identify how your quote meets ALL the solicitation requirements. Period of Performance (POP): 1-SEP-2022 TO 30-NOV-2022 Quote Preparation and Submission Instructions. (1) All questions concerning this procurement, either technical or contractual must be submitted in writing, via email, to the Contracting Office. The deadline for submittal of follow up questions regarding this solicitation is 12:00 pm Eastern Standard Time (EST) on 16 Aug 2022. The Government's responses will be provided via solicitation/RFQ amendment. No direct exchanges between the technical representative and a prospective Offeror shall be conducted unless it is deemed necessary by the Contracting Officer. The purpose of the Site Visits is to allow prospective vendors the opportunity to walk through the areas to get a better understanding of the current layout and ask questions. Vendors must submit an access request via email No Later Than 3 Aug to the following: marsoc.security2@socom.mil and fax the request to the following number 910-440-1100 also. It is the vendors responsibility to ensure they can gain both access to Camp Lejeune as well as the MARFOSOC Compound. DUE TO THE NATURE OF THIS REQUIREMENT, ONLY VENDORS THAT ATTEND THE SITE VISIT WILL BE ALLOWED TO BID ON THIS REQUIREMENT. (2) Quotes must be received no later than 12:00 PM Eastern Standard Time (EST) on 24 August 2022. Quotes received after this time frame shall not be considered for award. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be the most advantageous to the Government. The prospective offeror must be registered with the System for Award Management (SAM) website at http://www.sam.gov to be considered for award. The offeror agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes.
