Description

The City of Carrollton is planning to construct the proposed Raw Water Holding Pond Dam to supplement their current raw water supply. The proposed dam will be constructed to meet current requirements of the Georgia Safe Dams Program (GSDP). The proposed dam and impoundment will be located in the northern portion of the City of Carrollton, approximately three miles north of the intersection of U.S. Highway 27 and South Park Street. The project generally consists of site preparation, including the control of water, installing pipe conduit, forming and casting of concrete, installing internal filter drains and clearing the area of the impoundment. The construction of this embankment is expected to require on the order of 400,000 cubic yards of compacted fill. The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. The City further reserves the right to reject in its discretion the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive. The City may also reject the Bid of any Bidder if the City believes that it would not be in the best interest of the Project to make an award to that Bidder. The City also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. In evaluating Bids, the City will consider whether or not the Bids comply with the prescribed requirements, and such alternatives, unit prices and other data, as may be requested in the Bid Form or prior to the Notice of Award. In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as provided in the Supplementary Conditions. The City may conduct such investigations as deemed necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents. The City, in its sole discretion, reserves the right to select the Bidder that it deems most advantageous to the City. From the date that this Invitation to Bid (ITB) is issued until a bidder is selected and the selection is announced, there will be no communication for any reason, except during the pre-bid conference, between a bidder and any City employee other than the Issuing Officer listed regarding this ITB. The City reserves the right in its discretion to reject any bid for violation of this provision. No questions other than those submitted in writing will be accepted, and only written responses will be binding upon the City. Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five (5) percent of the bid. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The City of Carrollton in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
