Description

Bidders must possess all applicable licenses and be authorized to conduct business in Bergen County in the State of New Jersey. Only Bidders who meet (and can certify that they meet) the minimum qualifications set forth in the Instructions to Bidders should submit a Bid. (LAN)), Visa, MasterCard, American Express, or Discover is required for each link. Documents will not be sent via overnight mail or US mail. The bid documents have been prepared by the firm LAN Associates, Engineering, Planning, Architecture, Surveying, Inc. (LAN) and can be inspected at their office at 445 Godwin Avenue, Midland Park, NJ 07432. All technical questions, comments, and inquiries should be directed to LAN (Attention: Ms. Lara Spinelli, PE) at Telephone #201-447-6400 or Email: lara.spinelli@lanassociates.com. All Bidders are strongly encouraged to visit the Site of the work to examine conditions at the site prior to submitting their proposals. This meeting is also for the purpose of clarifying specific information concerning the Project work, hearing other Bidders' questions regarding various aspects of the Project and the answers thereto, and learning the manner of proper completion and submission of the Bid Documents to ensure a responsive Bid. A Bidder's failure to attend the Pre-Bid Conference is at its own risk. The last day for questions shall be Monday, January 8, 2024, at 12:00 p.m. (noon Addenda will be issued no later than Tuesday, January 9, 2024. Funding for the Project is being provided, in part, through a Community Development Block Grant from the County of Bergen. As a result, the Contract will be awarded to the lowest Responsive and Responsible Bidder. Please review and become fully familiar with all items in the Instructions to Bidders, following. Bidders are required to comply with the requirements of P.L. 1975 C. 127 regarding Affirmative Action, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977 regarding the disclosure of Partners and Stockholders. All Bidders must be registered with the NJ Department of Labor. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. All Bids shall be irrevocable, not subject to withdrawal and shall remain open and available for a period of sixty (60) days. The Owner reserves the right to reject any or all Bids, or to waive any informalities in the Bidding.
