Description

Introduction: The Town of Corte Madera is inviting qualified consulting teams to submit a proposal to provide civil engineering services for the 2023 Madera Gardens Storm & Sewer Rehabilitation Project. The project scope is anticipated to include the following disciplines: C = Included in consultant scope T = Led by Town staff (not in consultant scope) U = Unknown, consultant to consider in proposal Project Description & Goals: The 2023 Madera Gardens Storm & Sewer Rehabilitation Project is an infrastructure project to repair or replace underground storm water and sanitary sewer pipelines in the Madera Gardens neighborhood of Corte Madera (see Exhibit B for map of project area). A portion of the storm water and sanitary sewer network still contain the original pipes, manholes, and catch basins installed when the neighborhood was constructed over 60 years ago. For this reason, there are a variety of issues present in both systems with failing pipes, sags, flat or reverse flows, or infiltration and inflow. The Madera Gardens neighborhood is mainly low lying, flat, built on bay mud, and is influenced by several flood control lagoons which makes maintaining the storm and sewer systems a challenge For the storm system, the Town intends to repair deficient pipes and catch basins as well as address major surface ponding in road and gutters by installing new storm drains where possible. The Town does not have any CCTV of the existing storm system. The Town will inventory ponding locations throughout the winter and can provide a list of locations, which is anticipated to be no more than 5. For the sewer system, Sanitary District No. 2 proposes to repair or replace sewer mains and lower private sewer laterals to reduce inflow and infiltration in the system. The southern half of the Madera Gardens neighborhood had a sewer rehabilitation Project in 2010 which replaced most sewer mains with new HDPE pipe, however the project did not address system wide hydraulic issues. The scope should include a hydraulic analysis of the sewer system to determine what steps can be taken to improve flow. See Attachment D for pipes with known hydraulic issues. The Town has an ongoing Sewer Master Plan and recently videoed a large portion of the sewer network. See Exhibit D and E below for recommended work on sewer pipes and a map showing which pipes have up to date CCTV. The consultant will need to clean and CCTV any sewer pipe not inspected in the last two years. It is anticipated this project will have a CEQA categorical exemption and no environmental permitting. All physical improvements lie within the Town of Corte Madera right-of-way and thus acquisition is not included. Anticipated Schedule: The Town's goal is to have the project bid ready by July 2023. Scope of Work: Project scope shall include, but not be limited to, the following tasks and deliverables: 1. Provide project management services, including project administration, team/agency coordination, site visits, project schedule, monthly progress meetings and reports, and overall leadership to ensure project success. 2. Perform topographic survey and base mapping. 3. Provide utility identification, relocation, and coordination services. 4. Perform geotechnical investigation as needed for design, including borings to determine soil classifications and water table elevations. 5. Clean and CCTV all storm water and sanitary sewer pipes, manholes, and catch basins that do not already have current CCTV (see Exhibit F for GIS of up to date CCTV of sewer system). 6. Determine options to repair large surface ponding in gutters and road. See Exhibit D for a map of ponding gutter locations. 7. Analyze collected data to determine all issues with existing storm and sewer systems. Create a hydraulic model of sewer system to determine if regrading sewer system is needed. 8. Basis of Design Memorandum - provide several alternatives for rehabilitating the storm and sewer systems at various costs and recommend one option for design. 9. Develop "bid ready'' contract documents consisting of Plans, Specifications, and Estimate (PS&E). Assume 60% and 90% review cycles. 10. Provide optional tasks for bid and construction support. Consultant will be responsible for providing the Special Provisions section of contract specifications, the Town will provide the "front end" or general provisions. ATTACHMENTS A.
