Reference Number 0000330789 Deadline 10/04/2023 at 4:00 PM ET concerning this Invention for Bid must be submitted in wring to: Jaime Flores at the address above or jflores@tows.org may be delivered, mailed or emailed. Writen responses will be answered via an Addendum and emailed to all proposers on record as having picked up the IFB. Bid Envelope - The sealed bid envelope should be marked: " IFB #24-0006: Pump House Roof Replacements ". 1. A bid by an individual shall show his name and official address. 2. A bid by a partnership must be executed in the partnership name and signed by a partner accompanied by evidence of authority to sign. His tle must appear under this signature and the official address of the partnership shall be shown. 3. A bid by a corporaon must be executed in the corporate name by an officer of the corporaon and must be accompanied by a cerfied copy of a resoluon of the board of directors authorizing the person signing the Quote to do so on behalf of the corporaon. The corporate seal shall be affixed and aested to by the secretary. The state of incorporaon and the official corporate address shall be shown. The Town of West Springfield is seeking proposals from qualified vendors for the installation of a 2-ply SBS modified bituminous roofing system in cold applied adhesive. Pump House Roof Replacements (IFB #24-0006). Bids are subject to M.G.L. c.149 44A-J & to minimum rates as required by M.G.L. c.l49 26 to 27H inclusive. General Requirements - Bid Deposit Required - Certified Payroll - Insurance Required - Required Bonding Requirements - Bid Bond 5 % - 50 % -- Each bid must be accompanied by a Bid from a licensed surety company, or a Cerfied check, or a Treasurer's or Cashier's check in the amount of five (5%) percent of the base bid payable to the Town of West Springfield. A in the amount of 50% of the Contract Price will be required of the Successful Bidder. The successful bidder will also be required to furnish workmen's compensaon insurance and public liability insurance. -Services Start Date November 2023 -All work shall be completed by December 1, 2023. A $500/day penalty charge will be assessed if the contractor does not meet the specified final compleon date. *This contract will be awarded only to a responsive and responsible bidder whose bid meets all of the requirements in the specifications. The contract shall be awarded by the Chief Procurement Officer, which reserves the right to waive any informalites, to accept or reject, in part or in whole, any and all proposals or to take whatever acon may be deemed to be in the best interest of the Town of West Springfield. Bids will remain firm for sixty (60) days following the opening of proposals. A. Removal of exisng roof system to deck. Installaon of vapor barrier in adhesive, 3" polyisocyanurate insulaon system and /" recovery board in cold adhesive. 2-plies of mineral capped SBS modified roof system in cold applied adhesive. Installaon of factory manufactured flashless fascia system. B. Work included 1. Provide labor, materials and equipment necessary to complete the following: a) Remove and replace wood blocking, accommodate new insulaon height b) Add plywood to the inside of parapet walls and prime. c) Add wood blocking on top of parapet walls for coping cap. d) Build up expansion joints to create 6"-8" flashing heights. e) Board insulaon for roof substrate. f) Fiber cants for roofing. g) Fasteners. h) SBS-modified bituminous membrane roofing, cold-process. i) Adhesives and bituminous materials j) Roof drain bowls and strainers. k) Edge strip and flashing. l) Fascia and trim. m) Counterflashings over bituminous base flashing. n) Counterflashings for roof accessories. o) Counterflashings at roof mounted equipment and vent stacks p) Base flashing coverings. q) Fascia and edge metal. r) Lead flashing for bituminous membranes. 2. Clean up and properly dispose of all debris and repair any damage done to grounds, building or roof top. 3. Assembly: a) Vapor Barrier : HPR vapor barrier adhered to deck using specified CAR adhesive at 1.5 Gal/sq. b) Insulaon : Base layer of 3" polyisocyanurate insulaon adhered aached to the vapor barrier in 2-part high-rise insulaon adhesive. Refer to project specificaons for wind zone widths and calculaons. All subsequent layers and crickets of tapered polyisocyanurate insulaon to be fully adhered in 2-part insulaon adhesive. /" Crickets to be installed on the high-side of hatches on Buildings 1,2 & 3. /" Tapered insulaon and /" crickets to be installed on Building 4, ensuring proper water migraon towards drains. c) Coverboard : 1/2 " high density wood fiberboard (ASTM C208) 4'x'4 fully adhered to the insulaon in low-VOC cold applied adhesive at 2.5 Gal/sq d) Modified Base Ply : One ply of fiberglass reinforced, 80mm SBS adhered to coverboard in low-VOC cold applied adhesive at 2.5 Gal/sq e) Modified Cap Sheet : One ply of 160mm SBS & SIS rubber modified membrane adhered to base sheet in low-VOC cold applied adhesive at 2.5 Gal/sq. f) Cant Strip : Install cant strip at all roof to wall or roof to unit transions to eliminate 90 degree angles g) Drains ( Building 4 Only ) : Furnish and install new drain bowl systems (2). New plumbing is required. h) Base Flashing Ply : One ply of fiberglass reinforced, 80mm SBS adhered to coverboard in low-VOC cold applied flashing adhesive at 2.5 Gal/sq i) Modified Flashing Ply : One ply of 160mm SBS & SIS rubber modified membrane adhered to base sheet in low-VOC cold applied flashing adhesive at 2.5 Gal/sq. Flashing on all hatches should be terminated with a term bar at the top of the vercal surface and sealed with liquid flashing. A surface mounted counter flashing will be installed. j) Vercal Flashing Seams : Strip in all vercal flashing seams with three course applicaon of Silver Flash masc and 6" Garmesh k) Pre-Manufactured Metal : pre-manufactured, Kynar coated 22 ga. metal edge system as specified to all perimeters. NOTE: If extension metal is required that is to be shop fabricated using Kynar coated 4'x10' flat sheets in specified gauge. l) Guers & Downspouts ( Buildings 1-3 ): Fabricate guer and downspouts to be installed on the low-perimeter of Buildings 1-3. C. Permits and fees 1. Obtain all necessary permits, licenses, and cerficates and pay all fees and charges associated therewith. 2. Arrange for all inspecons and obtain all necessary approval for the work. D. Subcontracts The Bidder is specifically advised that any person, firm, or other party to whom it is proposed to award a subcontract under this contract must be acceptable to the Owner. E. Materials See specifics listed in Appendices F. Contractor's responsibility 1. Contractor is responsible for securing materials 2. Contractor is responsible for addressing all low or areas lacking slope that may cause ponding water 3. Contractor to supply 3-year workmanship warranty. 4. Contractor responsible for obtaining building permit
