Description

Wastewater Treatment Plant Additional Clarifier Project Development Services Board of Public Works and Safety Delphi, Indiana I. PROJECT INTRODUCTION In accordance with IC 5-23-5, the City of Delphi Board of Public Works and Safety (the Board) invites any and all qualified parties to submit Proposals including a Statement of Qualifications to collaborate during design development and construction drawing preparation, to develop, construct, operate, manage and maintain a clarifier tank and associated structures, piping, and other appurtenances, on behalf of the City of Delphi Board of Public Works and Safety. The Board intends to finance the project through a Bond Anticipation Note (BAN) that may be integrated into future financing of a larger project involving a State Revolving Fund (SRF) Loan. Future phases may be added to the project at the discretion of the Board. II. PROJECT SCOPE The Delphi wastewater treatment plant includes two existing circular clarifiers used to separate solids from treatable effluent flow. The clarifiers directly contribute maintenance of wastewater quality prior to disinfection and final discharge to Deer Creek. The clarifiers cannot be taken out of service for extended periods for cleaning and maintenance under current conditions, which presents operational challenges to plant staff and limits the plant's treatment capabilities. The purpose of the project is to construct a new clarifier to provide redundancy. New return sludge and influent piping, flow splitting structures, and rerouting of certain portions of plant piping will be included. Electrical distribution will need to be modified to accommodate the new clarifier equipment. The project also includes improvements to the existing clarifiers. The existing ducking-type scum skimmers are to be removed, and new scum skimmers with associated equipment are to be retrofitted into the existing clarifier tanks. It is intended to construct the project during the 2023 construction season and be complete by the end of 2023. III. PROPOSAL EVALUATION The Board will form a committee to review the proposals received. The criteria which will be utilized in evaluating proposals is as follows: o Company Background & Qualifications (10 points) o References (10 points) o Technical Approach (25 points) o Project Implementation including Developer's Involvement, Project Management, and General Construction Subcontractor and Other Subcontractor Involvement (25 points) o Financial Approach (25 points) o Project Budget Evaluation and Explanation (5 points) IV. PROPOSALS Please respond to the following requests: o Contact Owner's representative via email to obtain the Guidance Document that outlines additional pertinent project information. o Identify at least three (3) similar projects you have constructed. Include names, telephone numbers and addresses to be used as reference relative to the listed projects. o A proposed schedule for the project, including estimated dates to close on financing, to start and complete construction, and to convey the structures to the Board or its assigns. o A description of the project team including the project lead, management team and construction team. o The scoping process may have a duration of two to three months. Please identify fees that may be requested during this process. V. GENERAL CONDITIONS It should be understood that: o City of Delphi Board of Public Works and Safety reserves the right to reject any and all Proposals at its sole discretion o City of Delphi Board of Public Works and Safety does not require the offeror to submit a certified check or other evidence of financial responsibility with the proposal. o All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. o City of Delphi Board of Public Works and Safety may enter into discussions with the offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements. o City of Delphi Board of Public Works and Safety may refuse to disclose the contents of the Proposals during discussions with eligible offerors. o Proposing firms shall not contact City of Delphi Board of Public Works and Safety Members or any staff member or official of City of Delphi regarding the project or RFP. All correspondence and questions for this RFP should be handled through the Owner's Representative. City of Delphi Board of Public Works and Safety reserves the right to enter into a Scoping Agreement with an offeror for preliminary design collaboration services prior to the City of Delphi Board of Public Works and Safety agreeing to move forward with the project. After the Scoping Period, the City of Delphi Board of Public Works and Safety shall either make a recommendation to award the public-private agreement to an offeror, engage another proposer, or shall terminate the request for proposals process.
