The contractor period of performance end date has increased by 180 days from 730 days to 910 days. (1) The durations of the principle components of work with anticipated start and finish dates. (5) For the purposes of proposal analysis only, Offerors should assume: (i) Contract award date of 05 SEPTEMBER 2022 (ii) Notice to Proceed date of 26 SEPTEMBER 2022 The U.S. Army Corps of Engineers (USACE) Sacramento District (SPK) has a new requirement to complete two-phase design-build construction services to upgrade the Steam Plant at B1286 on Hill AFB, UT. This project will include the replacement of three (3) existing boilers in B1286 with new dualfuel (natural gas/fuel oil) boilers that meet BACT. This option will require phasing the boiler replacement in the existing plants to maintain steam production for the existing load. The existing buildings will require new wall openings and an emergency boiler to maintain "N+1" boiler redundancy in the plants. The boilers in B1286 will be replaced with two (2) new 50 million Btu/hour (MMBH) boilers. The boilers will achieve ultra-low oxides of nitrogen (NOx) emissions of 9 parts per million (ppm). The existing boiler fuel oil underground storage tanks (USTs) in both buildings will be removed and replaced with aboveground storage tanks (AST), which are sized for seven days of storage during peak heating season. The existing buildings will have seismic retrofitting and supporting equipment (deaerator, pumps, etc.) upgraded. The Contractor shall develop and complete the designs and construct the facility. The Contractor will be given a "buildable area" boundary, to best locate/layout the proposed facility. The solicitation, plans, and specifications are available for inspection without charge when accessed through the GPE or when requested and delivered by electronic mail and/or data interchange. In accordance with DFARS 236.204(i), the magnitude of construction for this requirement is estimated to be between $10,000,000 and $25,000,000 The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov.
