CM at-Risk Services for a New Courthouse and Other Projects

Preconstruction Estimating and Construction Management at-Risk Services to be provided by a qualified and licensed Construction Manager/ General Contractor to construct a new Courthouse and associated Parking Garage, a new Emergency Operations Center, and a new Municipal Police Building. New Courthouse: The new Courthouse is approximately 337,000 gross square feet. That total includes approximately 15,000 square feet of secure judicial parking and 10,000 square feet of unfinished shell space. The facility contains 17 courtrooms to serve the Circuit, Family, Probate, Magistrate, and Municipal Courts. In addition, area is provided for the various Clerk functions; Sheriff security and holding spaces; office space for the Solicitor, Public Defender, Juvenile Justice, and Guardian ad Litem; and other ancillary support components. It is envisioned that the new facility will be constructed on the same block as the existing Judicial Center. The existing Judicial Center will remain operational during construction of the new facility. Once the new facility is completed and occupied, the former facility will be demolished and the area redeveloped as part of the entry plaza. New Courthouse Parking Garage: A parking garage for public and staff will be developed in proximity to the new Courthouse. The garage will contain approximately 600 spaces, with some additional surface spaces provided nearer to the Courthouse for handicap parking, as well as a potential second surface lot for overflow or staff parking. New Emergency Operations Center: Spartanburg County's current Emergency Operations Center (EOC) is located within the existing Judicial Center, which is slated to be replaced. A new EOC, containing approximately 18,000 square feet, will include an operations center, an alternative (backup) 911 center, training space, and office space. The new EOC will be located on County-controlled property, near the existing communications tower on Fairforest Road. New Municipal Police Building: A new Municipal Police Building containing approximately 46,000 square feet will be constructed on a site to be determined by the City of Spartanburg. The total Phase I project budget is approximately $151.5 million, inclusive of furnishings, contingencies, escalation, and professional fees. The approximate distribution of total project costs is $120.2 million for the Courthouse, $12.6 million for the Parking Garage, $5.7 million for the EOC, and $13.0 million for the Police Building. Construction costs are estimated at approximately $103 million for the Courthouse, $12 million for the Parking Garage, $5 million for the EOC, and $11.5 million for the Police Building. Those costs include contingency and escalation, but exclude allowances for FF&E, Audio/Visual and Technology, and Professional Fees.
