Description

GAOA CAHUILLA RANGER STATION REPLACEMENT This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy. The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement. See attached notice for more details. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236220 / Commercial and Institutional Building Construction. Small Business Size Standard: $45M Solicitation: The BLM anticipates issuing a request for proposals from July-August 2023. Bonding: The BLM anticipates that bid, performance, and payment bonds will be required. Estimated Magnitude of Construction: Between $5-$10 million Anticipated Period of Performance: 780 calendar days after issuance of the notice to proceed. Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to construct 12,171 GSF facility and a 1,267 GSF for a mechanical yard. The building will provide administrative, lodging, emergency services, law enforcement, maintenance, warehousing, and communication needs for the Cahuilla Ranger Station. Site development includes installation of back-up generators, solar power generation, connection to existing well, installation of leech field, secure fencing, soil stabilization, and asphalt parking. The project location is within the Imperial Sand Dunes Recreation Area (ISDRA), 4500 Gecko Rd., Brawley, CA 92227. This location is one of the harshest environments in the world, one that experiences extreme heat in the summer, and strong winds throughout the year. The building must withstand constant sand infiltration. Overall, the building will accommodate up to five different functions and do so in an isolated, remote area. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
