Description | Pursuant to the provisions of KRS 424.260, the Kenton County Airport Board ("KCAB") will receive bids for a Continuous Monitoring & Adaptive Control (CMAC) System at the Cincinnati/Northern Kentucky Int'l Airport ("CVG"). Bids will be received. No bids will be accepted after that time unless such date or time is extended pursuant to an addendum issued by KCAB. The Cincinnati/Northern Kentucky International Airport ("CVG") is located at the headwaters of two major watersheds, the Gunpowder Creek and Elijah Creek watersheds. Stormwater runoff at CVG is managed at three large detention facilities. CVG conducted a review of the Southwest Detention Facility to evaluate the current performance and to identify potential opportunities for improvements. The review identified a unique opportunity to use innovative technology to provide water quality benefits within the basin as well as significant hydromodification benefits to the receiving stream. The project includes the design, configuration and installation to retrofit the Southwest Detention Facility outlet structure with Continuous Monitoring and Adaptive Control (CMAC) technology. This project proposes to make the necessary retrofits using a CMAC system and to optimize the equipment with predictive weather forecast driven real time control technology. In accordance with 40 CFR Part 33, bidders shall use good faith efforts to include DBE participation. Bidders must comply with Executive Order 11246-Affirmative Action and Equal Employment Opportunities; and must adhere to the provisions of: 49 CFR Part 30 - Foreign Trade Restrictions; 49 USC 50101 - Buy American Preference; the Davis-Bacon Requirements; 49 CFR Part 29 - Certification Regarding Debarment and Suspension; 41 CFR 60-1.8 - Nonsegregated Facilities Requirement; drug-free workplace requirements, and all other federal grant requirements included within the Bidding and Contract Documents. KCAB in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.
