Description

The City of Hesperia is seeking a Statement of Qualifications from Design-Build Entities qualified and interested in providing collaborative-delivery services to the City for the design and construction of a new 4.0 MGD Wastewater Treatment Plant and related facilities. Engineers Estimate: $40.0 million to $45.0 million In general this project consists of the design and construction of a new 4.0 MGD wastewater treatment plant [membrane bioreactor (MBR) or conventional - to be determined] with ultraviolet disinfection. The new Hesperia Wastewater Treatment Plant (HWTP) will be located near Bear Valley Road & I Avenue and will be constructed utilizing the Design-Build method per Public Contract Code 22160-22169 as authorized under SB 785. The treated water from the plant shall be discharged to percolation ponds and/or recycled water storage tanks. The scope of work includes the construction of diversion manholes or junction structures, sewer pipes, lift station, and force mains required to redirect current sewer flows to the new wastewater treatment plant and also includes the construction of a recycled water pump station and on-site recycled water piping. The recycled water produced by the HWTP shall be compliant with Titles 22 and Title 17 in order to allow unrestricted irrigation uses including golf courses, schools, parks, public right of way irrigation and groundwater recharge. The DBEN shall be required to provide all labor, equipment, tools, and facilities necessary for the completion of the requested professional services for an identified project WORKING HOURS: The Contractor and any subcontractor under him/her shall comply with and be governed by the laws pertaining to working hours as set forth in Division 2, Part 7, Chapter 1, Article 3 of the Labor Code, as amended. The Contractor shall forfeit, as a penalty to the City of Hesperia, $25.00 for each laborer, workman, or mechanic employed in the execution of the Contract, by him/her or any subcontractor under him/her, upon any of the work herein before mentioned, for each calendar day during which said laborer, workman, or mechanic is required or permitted to labor more than 8 hours in violation of said Labor Code. Contractor shall pay travel and subsistence pay pursuant to Labor Code 1773.8 The successful firm shall be required to post a Performance Bond in the amount of one hundred percent (100%) of the construction contract price and a Payment Bond (Labor and Materials Bond) equal to one hundred percent (100%) of the construction contract price. Sureties shall meet all of the State of California bonding requirements in accordance with the Code of Civil Procedure ( 995.120) and be admitted by the State of California. The successful firm will be required to enter into a contract satisfactory to the City of Hesperia. The City reserves the right to reject any or all SOQs or any part(s) thereof, to waive any irregularities or informalities in any SOQ or in the procurement process, and to make a contract award in the best interest of the City. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
