Description | Site work for a civil project in New York, New York. Completed plans call for site work for a water / sewer project. Construction Management Services for the Excavation and Below Grade Construction of the RH-034 Combined Sewer Overflow Abatement Facility at the Gowanus Canal. Once construction begins, the CM Consultant shall be accountable for the project delivery during the project's Construction Phase and shall manage the construction contract work in accordance with BEDC's online project delivery system, with the goal of ensuring that the construction work is being performed in accordance with the construction contract documents. The CM Consultant shall cause its employees and Subconsultants to understand the construction schedule, including recently completed work and upcoming planned work. The CM Consultant shall work closely and collaboratively with DEP and the Design Engineer staff to coordinate engineering information throughout the Construction Phase. The CM Consultant shall implement sound principals of construction management, including all CMP requirements. Project Description The City of New York ("City") and the United States Environmental Protection Agency ("EPA") entered into an Administrative Settlement Agreement and Order for Remedial Design, Removal Action and Cost Recovery ("Settlement Agreement") for the Gowanus Canal Superfund site, effective June 9, 2016. The CSO abatement facility at the Gowanus Canal Outfall RH-034 is one of the selected remedial actionsin the Settlement Agreement and the work to construct this facility is divided into three phases. Further, the Administrative Order for Remedial Action, Removal Action and Design, (CERCLA 02-2021-2019), effective June 30, 2021, included construction milestones for CP-2 and subsequent work. Contracts CSO-GC-SFS-RH3-CP1 ("CP-1") and CSO-GC-SFS-RH3-CP1A ("CP-1A") are the first two phases and include abatement of regulated materials; demolition of structures to slab and/or grade, disconnection and/or demolition of utilities; and site preparations for turnover for the project site (CP-1) and construction staging area (CP-1A). This work will be concluding at the start of the CP-2 contract. Construction Management services for CP-1 and CP-1A are provided under separate contracts. CP-2 will include construction of the support of excavation; the excavation, stabilization, and disposal of soils; and construction of the foundation for the facility. Further, the scope of work for CP-2 consists of a groundwater/construction water treatment system; on-site slurry production; support of excavation (SOE) slurry T-wall panels installed approximately to 200 foot depth to bedrock to create a watertight "bathtub"; excavation, stabilization and off-site disposal of contaminated soils; subsurface structural construction (tie downs, base slab, tank walls, top slab); influent/effluent structures to/from tank to RH-034 regulator; and jet grout mat at base of influent/effluent structures. At the conclusion of the CP-2 contract, the site will be turned over to the contractor performing the CP-3 phase of work. CP-3 will include the construction of the above grade facility, including all mechanical, electrical, plumbing and HVAC components, and the construction of the public recreational space. This work will take place on two properties located at Block 411, Lot 24 and Block 418, Lot 1, bounded by the Gowanus Canal on the west side and Nevins Street on the east side, between Butler Street and Degraw Street in Brooklyn, NY. Additionally, Block 425, Lot 1 will be used by the contractor as the construction staging area. |
